    EDUCATION AND EXPERIENCE:

    Bachelors Degree

    Ten years related experience and/or training; or equivalent combination of education and experience

    CERTIFICATION:

    Certified Public Accountant a plus Texas Association School Business Officials Certification a plus

    High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.

    PRIMARY PURPOSE SUMMARY:

    Directs and manages the operation of all financial and business affairs of the District including the Accounting, Budget, Grants Administration, Treasury, Research & Planning, and Risk Management Departments. Serves as the chief financial advisor to the Chief Financial Officer.

    ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:

    1. Keeps the Superintendent and the Chief Financial Officer informed on the business affairs of the District.

    2. Evaluates accounting, accounts payable and payroll procedures, systems and control use by all District departments and recommends improvements in their design, implementation and maintenance.

    3. Informs the Chief Financial Officer, Internal Audit Department and auditors of irregularities which may jeopardize the financial integrity of the District.

    4. Ensures that accounting and reporting systems comply with General Accepted Accounting Principles, applicable laws and regulations as required by the Texas Education Agency Financial Accountability System Resource Guide.

    5. Provides regular short-term and long-term financial projections to the Superintendent and Chief Financial Officer.

    6. Reviews and approves the District investment portfolio.

    7. Handles bond portfolio and bond sales.

    8. Reviews the budget allocations for all campuses and departments.

    9. Oversees the development of enrollment projections and staffing allocations.

    10. Reviews proposed legislation or rule making by governing entities and prepares evaluations of any impacts.

    11. Presents financial information to various audiences in a clear and engaging manner.

    12. Supports district financial planning by coordinating revenue generating efforts and cost containment programs.

    13. Supports district strategic planning and goals by maintaining program evaluations and return on investment analyses.

    14. Assists in the preparation and evaluation of the budget and development of long and short term budget goals.

    15. Reviews and approves federal, state and local grant applications.

    16. Implements policies established by federal and state law and Board of Trustees.

    17. Works with department directors to develop personal goals, training options and/or improvement plans.

    18. Evaluates the job performance of subordinates.

    19. Maintains confidentiality of information.

    20. Reports to work on time every day.

    21. Performs additional duties and responsibilities as may be assigned.

    QUALIFICATION REQUIREMENTS:

    • Broad knowledge of such fields as advanced accounting, marketing, business administration, finance, etc.
    • Advanced skills in the use of all Microsoft Office software and financial Enterprise Resource Planning (ERP) software
    • Effective communication, public relations and interpersonal skills
    • Strong organizational skills, ability to prioritize work, and detail oriented
    • Demonstrated ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations and the general public
    • Demonstrated ability to interpret policy, procedures, and collect data
    • Demonstrated ability to use good judgment and discretion in sensitive, confidential issues and projects
    • Valid Texas Driver's License with driving record that meets the requirements of the District

    PHYSICAL DEMANDS:

    While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel; and talk or hear. The employee is frequently required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

    WORK ENVIRONMENT:

    While performing the duties of this job, the employee is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
