    Position Summary

    The Executive Operations Officer serves as the Chief Administrative Officers (CAO) principal advisor for enterprise performance management, strategic execution, and operational accountability. Reporting directly to the CAO, this position designs, implements, and manages the Citys executive operating system to ensure strategic priorities are translated into measurable outcomes and delivered efficiently across all City departments.

    The Executive Operations Officer establishes standardized project management, performance measurement, and STAT (Strategic Tracking and Accountability) processes that provide executive leadership with timely, accurate, and actionable information for decision-making. The position promotes a culture of accountability, continuous improvement, collaboration, and data-driven decision-making by ensuring initiatives remain focused on results, barriers are identified early, and corrective actions are implemented promptly.

    Working collaboratively with the Mayor, CAO, Executive Leadership Team, Department Directors, and key stakeholders, this position provides the structure, governance, and operational discipline necessary for executive leadership to successfully implement Citywide strategic initiatives aligned with policy, leadership, and organizational direction.

    Essential and Supplemental Functions

    • Design, implement, and administer the Citys enterprise performance management and STAT accountability framework to monitor strategic initiatives, operational performance, and organizational outcomes.
    • Develop and facilitate Citywide STAT meetings and executive performance review forums, ensuring discussions are focused on measurable results, decision-making, problem solving, and accountability.
    • Establish standardized project and program management methodologies, templates, governance structures, and reporting requirements for executive initiatives across City departments.
    • Translate strategic priorities established by the Mayor and Chief Administrative Officer into executable work plans, measurable objectives, performance indicators, milestones, timelines, and accountability structures.
    • Develop performance dashboards, scorecards, executive briefings, and analytical reports that provide leadership with timely information regarding organizational performance, emerging risks, project status, and operational challenges.
    • Monitor implementation of executive priorities and strategic initiatives; identify delays, obstacles, risks, and resource constraints; recommend corrective actions and alternative approaches to maintain progress.
    • Coordinate cross-departmental initiatives requiring collaboration among multiple departments, ensuring alignment of responsibilities, schedules, resources, and performance expectations.
    • Track commitments, action items, and decisions resulting from executive meetings and STAT sessions; monitor completion and provide regular follow-up to ensure timely execution.
    • Evaluate organizational performance using quantitative and qualitative data; identify trends, operational gaps, opportunities for improvement, and best practices to enhance service delivery.
    • Advise executive leadership regarding strategic planning, organizational performance, process improvement, operational effectiveness, and implementation of major City initiatives.
    • Develop and maintain project portfolios that provide executive leadership with visibility into the status, health, risks, dependencies, and outcomes of priority initiatives.
    • Facilitate executive planning sessions, strategic reviews, operational assessments, and performance improvement initiatives.
    • Promote organizational accountability by establishing consistent expectations for project planning, performance measurement, reporting, and follow-through.
    • Collaborate with data analytics, budget, finance, technology, and departmental leadership to improve data quality, reporting capabilities, and performance transparency.
    • Recommend process improvements that streamline operations, improve organizational effectiveness, reduce duplication of effort, and enhance customer service.
    • Ensure executive performance reporting focuses on measurable outcomes, operational results, and evidence-based decision-making rather than activity-based reporting.
    • Prepare executive correspondence, presentations, strategic reports, and recommendations for the Mayor, CAO, Executive Leadership Team, City Council, and other stakeholders.
    • Foster a culture of continuous improvement, innovation, accountability, transparency, and operational excellence throughout the organization.
    • Perform related duties and responsibilities as required.

    Minimum Education, Experience And Additional Requirements

    Bachelors degree from an accredited college or university in Public Administration, Business Administration, Organizational Leadership, Public Policy, Project Management, Finance, Management, Engineering, or a closely related field preffered; and

    Ten (10) years of progressively responsible experience in executive leadership, strategic planning, organizational performance management, project or program management, operational excellence, public administration, or business operations, including five (5) years of management or executive-level experience overseeing complex, cross-functional initiatives preferred.

    A Masters degree in Public Administration (MPA), Business Administration (MBA), Organizational Leadership, Public Policy, or a related field is highly desirable.

    Working Conditions

    Work is primarily performed in a standard office environment with frequent interaction with executive leadership, department directors, elected officials, and external stakeholders. Position may require attendance at meetings outside of normal business hours and occasional travel to City facilities and work sites.
