    The Federal Energy Program Manager is responsible for managing all aspects of the Home Energy Rebate Programs on behalf of the Office of Energy.

    Minimum Qualifications

    A bachelors degree in a physical, biological, or environmental science, engineering, computer science, public administration, or a business-related field plus four years of experience in natural resources management, environmental science, computer science, or administrative services; OR

    A masters degree in a physical, biological, or environmental science, engineering, computer science, public administration, or a business-related field plus three years of experience in natural resources management, environmental science, computer science, or administrative services; OR

    A doctorate in a physical, biological, or environmental science, engineering, computer science, public administration, or a business-related field plus two years of experience in natural resources management, environmental science, computer science, or administrative services.

    Job Duties and Other Information

    Job Duties:

    Additional duties include, but are not limited to, the following:

    • Manages implementation of Louisianas HOMES and HEEHR programs from award through closeout, ensuring successful execution of program goals, objectives, milestones, and deliverables.
    • Serves as the primary Office of Energy contact for day-to-day program implementation and operational coordination.
    • Develops and maintains implementation plans, operating procedures, guidance documents, internal controls, and other program administration tools.
    • Provides regular program updates, briefings, and recommendations to Office of Energy leadership.
    • Ensures program compliance with applicable federal and state laws, regulations, award conditions, U.S.Department of Energy guidance, procurement requirements, and agency policies.
    • Monitors grant budgets, expenditures, reimbursement requests, invoices, and financial performance to ensure appropriate use of federal funds.
    • Serves as liaison among the Office of Energy, the U.S.Department of Energy, the Office of Community Development, contractors, utilities, local governments, community organizations, and other program stakeholders.

    Compensation: The salary offered will be determined based on qualifications and experience.

In the event that funds become available for a permanent position, the employee may be converted to a probational appointment.
