Federal Submittals/QC Lead

Job Summary

The Federal Submittals/Quality Control Lead spearheads the submittal management and assists the Quality Control Manager with the project.  The ideal candidate thrives in a fast-paced environment and possesses a proven track record of rapid reviewing, tracking, and processing a high volume of complex technical submittals, shop drawings, and RFIs without sacrificing accuracy.  Will report to the project Quality Control Manager and serve as the primary link between our field operations, subcontractors, and the government review team for all submittals.

Essential Functions

• Manage and update the Project Submittal Register.

• Pre-review subcontractor shop drawings, product data, and test reports for absolute contract compliance before submission to the designer of record (DOR) and/or the government.

• Maintain real time submittals compliance with government software database RMS 3.0 and with Bristol’s subcontractor software database ProCore.

• Coordinate and inspect all incoming material deliveries against approved submittals to ensure full contractual alignment.

• Must be able to pass a federal background check and acquire the minimum DoD security clearance for base access to JBSA Fort Sam Houston, San Antonio, TX  

• Prepare Quality Control Project Plans, including Definable Features of Work, inspection requirements, and testing plan.

• Assist project team in preparing RFIs as necessary.

• Implementation field 3-phase quality control processes in accordance with USACE Construction Quality Management for Contractors training.

• Document field quality deficiencies and track via Deficiency Log through closeout.

• Complete targeted Daily Quality Control Reports, notes of Preparatory and Initial Phase meetings, and reports of deficiencies. The focus must be on the features of the work inspected and tested and the results of those inspections/testing, not field productivity.

• Report on the status of quality program implementation to the Program Quality Control Manager, with copies to PM and Site Superintendent.

• Assist the project team in resolving outstanding quality concerns.

• Troubleshoot and problem-solve as required on all projects.

• Other duties as assigned.

Competencies

• Skilled in written and oral communication.

• Knowledge of management for contractors, and appropriate experience and expertise in implementing inspection and testing programs for remediation and construction projects.

• Ability to be a detail-oriented problem solver.

• Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations.

• Ability to handle multiple projects and tasks, prioritize and organize, and work well under stress in a fast-paced environment.

• Ability to be flexible and adapt to constant change.

• Ability to work flexible hours as required to meet deadlines.

• Skilled in interpersonal communication with staff and clients.

• Skilled with Microsoft Excel and Word.

• Knowledge of mentoring field quality technicians.

• Skilled with USACE-RMS (resident management system).

• Ability to manage a pipeline of hundreds of multi-discipline submittals simultaneously under tight contractual deadlines.

• Ability to clearly speak, write, read, and understand English language.

Required Education and Experience

• Proven track record of rapid reviewing, tracking, and processing a high volume of complex technical submittals, shop drawings, and RFIs without sacrificing accuracy.

• Bachelor’s degree in engineering, architecture, or construction management with a minimum of five (5) years construction quality control experience on construction similar to the contract, or a person with a minimum of ten (10) years construction experience, of which a minimum of five (5) years’ experience must be in construction quality control on construction similar to this contract.  

• Minimum 5 years’ experience managing quality control on USACE, NAVFAC, or DoD construction projects similar to this contract.

• Required to have completed the Construction Quality Management (CQM) for the contractor’s course. If CQM has an expired certification, renewal of the expired CQM for contractor’s course certification required within 90 days of hire or award.

• Experience with projects ranging from $1M to $30M.

• Direct experience with and/or established relationships with Federal clients.

• Valid driver’s license.

Preferred Education and Experience

• OSHA 30.

• Broad experience in a wide range of civil, vertical construction, demolition, and environmental remediation.

• Experience reading plans and specifications.

• Mobility: must be able to stoop, kneel, reach, walk, lift, grasp, feel, talk, hear, and perform repetitive motions.

• Hearing: must be able to hear audible safety alarms.

• Visual Acuity: must be adequate to perform the above listed tasks in a safe manner and perform activities such as viewing a computer terminal and extensive reading.

• Lifting: must be able to exert up to 50 pounds of force occasionally and up to 20 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
