Description:
The Field Compliance Officer is responsible for providing consistent oversight and quality assurance across Tennessee Valley Authority (TVA) non-nuclear facilities located throughout Tennessee, Mississippi, and Kentucky. This position serves as the primary field compliance representative for the contract, ensuring adherence to TVA policies, procedures, General Orders, Post Orders, training standards, and all contractual requirements.
The Field Compliance Officer functions as a liaison between Account Managers and Site Supervisors, conducting routine site visits, compliance assessments, and operational reviews to ensure uniform implementation of security practices and performance standards across all assigned locations.
This position is dedicated exclusively to the TVA Security Guard Services Contract and may not perform duties for any other company contracts.

Responsibilities:
Essential Duties and Responsibilities.
- Compliance Monitoring and Quality Assurance
- Conduct regular site visits and inspections at TVA facilities to verify compliance with contract requirements, TVA policies, General Orders, and Post Orders.
- Evaluate security operations, staffing practices, training compliance, documentation, and operational effectiveness.
- Monitor site performance and identify operational deficiencies, risks, and areas for improvement.
- Ensure corrective actions are implemented and completed in a timely manner.
- Coordinate with Account Managers and Site Supervisors to resolve compliance concerns and operational issues.
- Maintain consistency in policy application and operational execution across all assigned locations.
Field Oversight.
- Provide routine on-site oversight of security personnel and supervisory staff.
- Observe daily operations and assess compliance with security procedures and post requirements.
Verify proper implementation of access control, patrol operations, incident response protocols, and reporting procedures.
- Support supervisory personnel with guidance, coaching, and operational best practices.
- Assist with operational readiness reviews and site assessments.
Training and Qualification Verification.
- Verify security personnel maintain required certifications, qualifications, and training records.
- Ensure training programs are consistently administered across all TVA locations.
- Review training documentation and identify gaps requiring remediation.
- Monitor compliance with onboarding, refresher training, and qualification requirements.
- Ensure personnel meet all contract, regulatory, and TVA-specific standards.
Documentation and Reporting
- Maintain detailed records.
- Site inspections.
- Compliance audits.

- Performance evaluations related to compliance.
- Prepare written reports summarizing findings, recommendations, and corrective actions.
- Track trends and recurring issues across multiple locations.
- Maintain documentation in accordance with Contractor Quality Assurance requirements.
- Contract Compliance Support.
- Ensure consistent application of TVA security policies and procedures.
- Support implementation of contract requirements throughout all assigned facilities.
- Work collaboratively with TVA representatives, Account Managers, and Site Supervisors to achieve compliance objectives.
- Assist in preparing for audits, inspections, and performance reviews.
- Serve as a resource regarding compliance requirements and operational standards.
- Scope of Security Operations Oversight.
- The Field Compliance Officer provides oversight and evaluation of security services that include:
Training and qualification compliance.
- Personnel performance and accountability.
- Contract and regulatory compliance requirements.
- Policy Administration
- Ensure compliance with existing TVA policies, procedures, General Orders, and Post Orders.
- Coordinate with the Contract Technical Supervisor (CTS) regarding interpretation and application of requirements.
- Shall not independently modify, reinterpret, or alter TVA policies, procedures, or written guidance.
- Support consistent understanding and enforcement of TVA requirements throughout all locations.
Qualifications:
- Minimum of three (3) years of experience in one or more of the following
- Law enforcement.
- Armed security operations.
- Security compliance and auditing.
- Military security operations.
- Industrial or critical infrastructure security.
- Demonstrated experience conducting.
- Operational inspections.
- Compliance evaluations.
- Documentation reviews.
- Policy and procedure assessments.
- Corrective action monitoring.
Education
- Associate Degree in Criminal Justice, Security Management, Emergency Management, or a related field preferred.
- Equivalent combinations of education, training, and relevant experience will be considered.
