ENTRY LEVEL SALARY: $69,371
PAY GRADE RANGE: $69,371 - $110,994 (Pay grade 318)
CIVIL SERVICE EXAM: Written Exam (61%) + Training & Experience Questionnaire (39%)
ESSENTIAL FUNCTIONS
Evaluates budget requests from departments for compliance with city goals, procedures and policies and make recommendations if needed.
Performs professional-level accounting work involving the classification of financial transactions and analysis of financial records. Reviews and prepares journal and budget entries as necessary for proper reporting and compliance.
Reconciles, approves and/or prepares vendor payment requests based on city contracts and proper internal controls.
Prepares work papers, analyzes financial data, schedules, statements, notes and statistical tables used in the city audit and annual budget.
Works with departments to facilitate their operating needs, internal controls, financial procedures and suggest solutions to impediments.
Maintain the city''s debt compliance through issuance of debt service payments and management of schedules.
Knowledge of general payroll practices and procedures to ensure that compensation guidelines are adhered to and proper accounting is performed.
Assists management in the daily activities associated with the city''s investment portfolio.
Assists with and/or forecasts revenue and expenditures budgets, evaluating financial trends, and making recommendations to management.
Performs various research projects involving a variety of subjects to evaluate financial feasibility, risks and reward.

Knowledge of general governmental accounting principles, procedures, and methodologies.
Knowledge of budget preparation, control and analysis.
Knowledge of modern office practices, procedures, and equipment.
Knowledge of the proper form and content of financial records, statements, and schedules.
Knowledge of auditing procedures.
Knowledge of the laws, regulations, and policies affecting municipal finance administration.
Knowledge of modern cash management principles and practices.
Knowledge of the application of data processing systems as they relate to the automation of various phases of work.
Ability to operate various computer software programs (i.e., Orbit, Word, Excel, Groupwise, People Soft, and Internet).
Knowledge of governmental taxation and revenue collection practices and procedures.
Skill in analyzing financial transactions and in making appropriate original and adjusting entries.
Ability to keep records and make reports.
Ability to research and gather information for different problems and solutions.
Ability to interpret and apply Federal, State, and City fiscal regulations and to apply such to specific situations.
Ability to establish and maintain effective working relationships with other employees.
Ability to detect and correct errors in revenue collections and to prevent fraud.
Ability to communicate ideas effectively, both orally and in writing.
PHYSICAL REQUIREMENTS
This position consists of primarily sedentary work, requiring the incumbent to exert up to 10 pounds of force occasionally, or a lower amount of force frequently, in order to lift/carry, push/pull or otherwise move objects. The job involves sitting most of the time, but may involve walking or standing for brief periods of time. MENTAL REQUIREMENTS

MINIMUM QUALIFICATIONS
Graduation from a CHEA accredited four-year college or university with a degree in finance, accounting, business administration or a related field, AND three (3) years of progressively responsible work experience in a related field.
OR
Possession of a Master''s Degree from a CHEA accredited college or university in Accounting, Finance, or Business Administration, Public Administration, or a related field with a focus/concentration in Accounting or Finance AND one (1) year of relevant work experience in Accounting, Banking, or a directly related field.
PREFERRED QUALIFICATIONS
Certified Municipal Finance Officer preferred.
