The Department of Ecology is hiring a Financial Systems Business Unit Senior Advisor (Management Analyst 5) (Internal Only) within the Financial Services Division.

Location:

  • Headquarters Office in Lacey, WA.

  • Upon hire, you must live within a commutable distance from the duty station.

Schedule:

  • This position is eligible for telework and flexible schedule options.

  • A minimum of one day per week is required in the office.

  • Schedules are dependent upon position needs and are subject to change.

Duties

In this role, you will serve as the agency financial systems expert responsible for providing expert level analysis to Ecology management in the operation of Ecology and State financial IT systems. You will also serve as a subject matter expert on existing agency systems and collaborate with software vendors, Office of Financial Management (OFM) and other agencies in the development of new statewide systems. As a member of the Financial Systems Business Unit within the Fiscal Office, you will help manage the agency's financial resources and support its planning efforts. Your work will ensure the agency can meet its environmental goals and advance its strategic priorities.

What you will do:

  • Provide technical expertise at highest level for the design, development, system testing, implementation, and maintenance of major system changes to financial systems, which impacts all of Ecology statewide.
  • Collaborate with Application developers and Information Technology experts in the Financial and Administrative Systems Support Services Unit (FASS) in design, development, system testing, implementation and maintenance of Ecology financial systems supported by the Unit.
  • Participate in meetings with FASS Unit Supervisor and the Enterprise Business Technology Solutions Manager to discuss collaboration between ITSO and FSD, upcoming projects, financial systems issues, health, upgrades, and potential replacements.
  • Provide input into the development of roles and responsibility governance and maintenance and operation plans.
  • Serve as an agency expert for providing technical support for use of applications and development of recommendations that will have agency-wide impact for financial areas including project accounting; agreement and federal project accounting; implementation and support of Ecology's eHub system (MS Dynamics); Ecology's management of its billion-dollar grant and loan program (EAGL); and other financial systems.
  • Serve as a key contributor to the EAGL and eHub systems business teams.
  • Coordinate with members of the fiscal office, information technology division, and environmental programs to develop business requirements and processes for Ecology financial systems.
  • Facilitate interactions between Ecology staff and system supporting software vendors.
  • Communicate approved system enhancements, confirms bug reporting and resolution, and tracks vendor response times.
  • Provide expert level analysis of vendor performance, presents findings, and recommendations to management.
  • Serve as an Ecology business lead and advisor for all financial system initiatives and major financial system modifications.
  • Assist the Ecology business experts and support IT staff in the remediation of agency systems to adopt changes related to Workday requirements. Assist in testing of remediated systems and report findings to business lead and One Washington project manager.
  • Collaborate with OFM/One WA on agency configuration of new chart of accounts and business processes for the One WA Workday system.

Required Qualifications:

Nine (9) years of experience and/or education related to the duties of the position, which includes the following:

Education involving a major study in Business Administration, Public Administration, Finance, Economics, Statistics, Environmental/Public Policy, or a related field.

  • 8 years of experience AND 30-59 semester or 45-89 quarter college credits.

  • 7 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate's degree).

Special Requirements/Conditions of Employment:

Must sign and abide by the Financial Services/Fiscal Office Agreement on Confidential Information (Part A), Internal Control Responsibility (Part B), Safeguarding and Preventing Misuse of Ecology's Data (Part C).

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
