The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Fiscal Analyst 1 position. This role is within the Operations Division and is based out of our Tumwater Office.

About the Position

If so, the Fiscal Analyst 1 position with the Office of the Insurance Commissioner (OIC) may be a great fit for you! 

As a Fiscal Analyst 1, you’ll play a key role in supporting the agency’s financial operations and ensuring employees have the fiscal guidance and support they need to do their work effectively. As part of the Fiscal Unit within the Operations Division, you’ll serve as the agency’s Fiscal Training Registrar and Fiscal Travel Specialist while also managing accounts receivable activities and providing backup support for purchasing and revenue functions. 

This position offers variety, autonomy, and the opportunity to apply your fiscal expertise in meaningful ways. You’ll interpret state and agency rules and policies, review financial requests and documentation, analyze financial reports, resolve discrepancies, and advise staff on appropriate use of state funds. Your work will help ensure the agency’s fiscal practices are accurate, compliant, efficient, and aligned with state accounting best practices.

This is a Washington General Service position. The monthly salary range for this position is $4,108 - $5,506.

The duties of the position include but are not limited to: 

  • Serve as the agency’s Fiscal Training Registrar, reviewing and processing training requests, registrations, payments, and related fiscal documents. 
  • Interpret state and agency policies and requirements related to training and advise agency staff on appropriate documentation, coding, approvals, and use of public funds. 
  • Monitor training expenditures and encumbrances, resolve payment issues and discrepancies, and maintain accurate records and reporting. 
  • Serve as the agency’s Fiscal Travel Specialist, reviewing and processing travel requests, travel advances, and employee reimbursements for compliance with state travel rules and agency policies. 
  • Advise agency staff on travel requirements, reimbursable expenses, appropriate documentation, and the proper use of state funds. 
  • Perform accounts receivable functions, including preparing billings, monitoring outstanding receivables, reconciling accounts, and researching and correcting discrepancies. 
  • Analyze and interpret financial records, reports, and general ledger activity to identify discrepancies, make appropriate adjustments, and support accurate fiscal reporting. 
  • Prepare journal vouchers and other fiscal documents to record, adjust, reconcile, and transfer financial activity. 
  • Develop or recommend improvements to fiscal procedures and processes related to training, travel, accounts receivable, and other assigned functions. 
  • Provide fiscal guidance and responsive customer service to agency staff while applying state laws, regulations, policies, and accounting principles. 
  • Provide backup support for purchasing and revenue functions, including reviewing purchase requests, preparing purchasing documents, tracking encumbrances and service agreements, and processing agency receipts and deposits. 
  • Maintain accurate fiscal records and documentation in accordance with state and agency record-retention requirements. 
  • Research and resolve fiscal issues using independent judgment, critical-thinking, and analytical skills to ensure accurate, timely, and compliant financial transactions.

Required Qualifications:  

  • *Four (4) years of full-time relevant professional fiscal-related experience in accounting, finance or budgeting. 
  • Successful completion of 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Professional experience may not substitute for the credit hours. 
  • Basic level in Microsoft Outlook, Word, and Excel

*A degree in accounting, finance, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report. Certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted year-for-year for professional experience. 


Preferred/Desired Qualifications:  

  • Bachelor’s degree in a financial-related field. 
  • Six months experience researching and applying regulations, rules, procedures and/or policies pertaining to job functions, including demonstrated ability to identify errors or discrepancies. 
  • Knowledge of and experience in the training field, travel reimbursements and/or accounts receivable. 
  • Basic Adobe Acrobat skills: able to merge documents, edit and redact existing documents.
