Your opportunity at a glance:

The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 4 position in Olympia, WA. This position serves and complements the mission of the WSLCB by providing excellent customer service to our internal and external customers. This position complies with all laws and rules, federal policies and regulations, state policies and regulations governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and WSLCB policies/procedures related to accounting. The successful candidate will have the ability to provide timely and accurate financial data ensuring efficiency and maximum benefit of state resources.

In this position you will function as a lead in the General Accounting Unit, independently overseeing the processing of financial transactions. Some responsibilities include analyzing, reviewing, verifying, and releasing General Accounting Unit batches, journal vouchers, and corrections daily. You will also serve as the Agency Credit Card Administrator.

Duties

Some of the duties you will perform are:

  • Review and analyze financial transactions of the other fiscal analysts in the General Accounting Unit.
  • Ensure financial transactions are properly coded to the accounting system, and that they are processed timely and accurately.
  • Work with others in the General Accounting Unit, Budget, Payroll, and Tax and Fee Units to correct discrepancies,
  • As needed, function as the backup to monitor the unbalanced in-process report daily for any outstanding items, researching outstanding items and notifying the originator of issues, requesting they make corrections, and providing guidance on how to process corrections when necessary.
  • Provide training to the General Accounting Unit in specific areas when necessary, such as the use of financial systems, transaction coding, etc.
  • Monitor and make pay flag corrections monthly, if necessary, to ensure maximum participation in the WA State Office of Minority & Womens Business Enterprises (OMWBE) program.
  • Review unit batches, journal vouchers, and corrections daily for accuracy and release when properly completed.
  • Work with budget and finance staff to ensure all corrections are processed as needed within the time frame set by General Accounting Supervisor or General Accounting Manager.
  • Use problem-solving skills to find and correct accounting errors and improve and streamline processes.
  • Responsible for the management and oversight of the credit card program within LCB. Responsibilities include but are not limited to the issuance and cancellation of cards; the monitoring of approving officials and cardholders; and the enforcement of agency policy, procedures, and internal controls related to agency credit cards.
  • Ensure agency employees are listed on the delegation of authority and a user agreement has been signed by cardholders before they are issued a credit card.
  • Educate and provide training to cardholders on policies and procedures, the proper use of credit cards, and the documentation requirements.
  • Review monthly allocation, monthly credit card statements, and backup documentation from GA Fiscal Analyst 3s for completeness.
  • Ensure that the information on the Finance SharePoint site is kept up to date related to purchase and travel cards.
  • As needed, function as the backup to process petty cash replenishments, reconcile monthly petty cash accounts, monthly general ledger reconciliations, monthly CAMS/AFRS reconciliation, monthly sales and use tax, annual 1099-Misc reporting, and annual Dept. of Revenue unclaimed property reporting.
  • As needed, function as the backup to generate, analyze, and review budget status reports, and assist with fiscal notes.
  • As needed, function as backup to oversee daily mailroom activities.
  • Other duties as assigned.

Qualifications

Required Qualifications:

18 quarter or 12 semester hours in accounting, auditing, or budgeting, and 7 years of combined relevant professional experience and education in a financial-related field.

Note: An education degree in a financial-related field, certification as a Public Accountant, Government Financial Manager, Management Accountant, or Internal Auditor can be substituted for professional experience. Professional experience may substitute for education, but not for credit hours

  • Associate's degree = 2 years
  • Bachelor's degree = 4 years
  • Master's degree = 5 years

Our ideal candidate will also have the following desired qualifications:

  • Knowledge and understanding of Generally Accepted Accounting Principles (GAAP), government accounting and internal control processes
  • Knowledge and understanding of the State Administrative and Accounting Manual (SAAM)
  • Knowledge of Revised Code of Washington (RCW)
  • Knowledge of Washington Administrative Codes (WAC)
  • Proficient in statewide accounting systems and processes: Agency Financial Reporting System (AFRS), Capital Asset Management System (CAMS), Enterprise Reporting, Financial Toolbox and Web Intelligence
  • Knowledge of AFRS coding structures and the utilization of AFRS transaction codes
  • Proficient in Microsoft Office programs: Word, Excel, Outlook, Power Point - intermediate level
  • General ledger accounts reconciliation experience.
  • Knowledge of LCB systems, such as LEEADS.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
