Qualifications and Details about the Position

We are seeking an experienced Civil Foreman to oversee and manage civil construction projects at oil refinery facilities throughout Southern California. This position requires frequent travel between refinery and industrial project sites and offers competitive compensation, including per diem and travel pay when assigned to remote locations.

The ideal candidate will have a strong background in heavy civil and industrial construction, excellent leadership skills, and the ability to safely execute projects in active refinery environments while maintaining schedule, quality, and client expectations.

Responsibilities

• Read, interpret, and execute work from construction drawings, specifications, and project plans.
• Lead, supervise, and coordinate civil construction crews and subcontractors in the field.
• Plan and manage daily work activities, manpower, equipment, materials, and jobsite logistics.
• Ensure projects are completed safely, efficiently, and in accordance with company and client standards.
• Coordinate permitting requirements, DigAlert/811 notifications, and utility locating activities.
• Conduct daily safety meetings, job hazard analyses (JHAs), and enforce site safety protocols.
• Monitor productivity, quality control, and project schedules.
• Communicate regularly with project managers, clients, inspectors, and refinery personnel regarding project status and progress.
• Maintain accurate field documentation, including daily reports, timekeeping, and material tracking.
• Identify and resolve field issues to minimize project delays and cost impacts.
• Support project planning and execution across multiple job sites as needed.

Projects may include:

• Tank foundations
• Pump pads
• Pipe support foundations
• Substation foundations
• Site preparation and grading
• Excavation and trenching
• Underground utilities
• Formwork and reinforcing steel installation
• Concrete placement and finishing
• Industrial and refinery civil infrastructure improvements

Qualifications

• Minimum 5 years of Civil Foreman experience in industrial, heavy civil, refinery, petrochemical, or similar construction environments.
• Strong ability to read and interpret construction drawings, specifications, and survey information.
• Proven experience supervising field crews and coordinating multiple work activities.
• Knowledge of permitting processes, DigAlert/811 requirements, and safe excavation practices.
• Excellent leadership, organizational, and communication skills.
• Ability to work in active industrial and refinery environments while maintaining strict safety standards.
• Valid driver's license with a clean driving record.
• Ability to pass refinery site access requirements, including background checks, drug screening, and safety training.
• OSHA 30, TWIC Card, and refinery experience preferred but not required.

Work Environment

This position involves working outdoors in varying weather conditions and industrial environments, including oil refineries and heavy construction sites. Candidates must be willing to travel regularly throughout Southern California and work extended hours, weekends, and shutdown schedules when required.
