Forms Delivery Technical Lead

Position Overview

We are seeking a hands-on Forms Delivery Technical Lead to guide the architecture, development, integration, and delivery of modern, secure, accessible enterprise web applications and digital forms solutions.

The ideal candidate has strong full-stack development experience and can lead engineers through complex modernization initiatives while maintaining code quality, security, and delivery commitments.

Key Responsibilities

• Provide hands-on technical leadership for the design and implementation of digital forms and web-based workflows.
• Design secure, scalable REST APIs, microservices, and enterprise application integrations.
• Lead solution design, code reviews, technical problem-solving, and development best practices.
• Coordinate frontend and backend engineering activities.
• Guide teams in implementing reusable application components and validation frameworks.
• Support application accessibility, security, performance, and maintainability.
• Collaborate with product owners, business analysts, architects, and QA teams.
• Own technical deliverables and support Agile sprint and release execution.

Mandatory Qualifications

• 8+ years of professional software engineering experience.
• 3+ years leading technical delivery or engineering teams.
• Strong experience with enterprise web application development.
• Hands-on expertise with REST APIs and microservices.
• Experience with modern frontend and backend technologies.
• Solid understanding of Agile, CI/CD, application security, and code-quality practices.
• Experience designing or implementing accessible applications.
• Strong ownership, mentoring, and communication skills.

Preferred Qualifications

• Experience modernizing government applications and digital forms systems.
• Java/Spring Boot, JavaScript/TypeScript, React, Angular, or comparable frameworks.
• Familiarity with Section 508, FISMA, and NIST.
• Cloud-hosted application development experience.
