Forms Delivery Technical Manager - Enterprise Application Delivery

Position Overview

We are seeking an experienced Forms Delivery Technical Manager to oversee end-to-end delivery of digital forms, enterprise web applications, and modernization workstreams for a federal technology program.

This role requires strong application delivery management, technical understanding, engineering leadership, and the ability to coordinate multiple stakeholders and delivery teams.

Key Responsibilities

• Manage end-to-end application development and delivery across multiple teams.
• Establish delivery plans, milestones, dependencies, release schedules, and performance metrics.
• Manage engineering resources, workload priorities, technical risks, and delivery quality.
• Work closely with application architects, technical leads, QA teams, and business stakeholders.
• Oversee Agile delivery practices and ensure timely resolution of technical impediments.
• Support secure and accessible digital application delivery.
• Provide executive and program-level reporting on progress, risks, and decisions.
• Mentor technical teams and establish engineering accountability and process improvements.

Mandatory Qualifications

• 8+ years of application development or technical delivery experience.
• 3+ years managing engineering or application development teams.
• Strong understanding of enterprise web applications, APIs, microservices, and system integration.
• Proven experience with Agile delivery, sprint execution, release planning, and dependency management.
• Ability to manage technical teams, delivery risks, and business stakeholder expectations.
• Strong written and verbal communication.
• Experience delivering complex enterprise systems.

Preferred Qualifications

• Federal IT modernization or public-sector delivery experience.
• Familiarity with Section 508, FISMA, and NIST standards.
• Experience managing digital forms or workflow modernization projects.
• Technical background in Java, .NET, cloud platforms, or modern web frameworks.
