EDUCATION AND EXPERIENCE:

High School Diploma or Equivalent

One year certification from accredited college or technical school plus ten years' experience in electrical work related to educational, commercial or industrial environments.

CERTIFICATION:

State of Texas Master Electrician License through TDLR or obtain within one year of employment

High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.

PRIMARY PURPOSE SUMMARY:

Plans, evaluates and supervises all aspects of electrical work associated with District facilities. Performs cost estimates and projections for electrical projects, reviews plans associated with additions, upgrades and remodels to ensure code and minimum standards are complied with. Works with subcontractors as needed to complete work requirements. Responsible for the selection of new employees, training, scheduling and adjusting workloads, evaluating performance and establishing minimum parts inventory requirements.

ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:

1. On call 24/7 to resolve any electrical emergency that occurs in North East Independent School District (NEISD).

2. Participates in Design Development/CD Review with NEISD Construction Management and the Architect/Engineering Team.

3. Required to register Masters License with the City of San Antonio as Master of record for North East Independent School District, obtain the appropriate permits as required, and to maintain license as a requirement of employment in this position.

4. Directs daily, weekly and monthly work schedules according to priority, availability of resources and manpower.

5. Provides supervision for all Electrical Shop personnel.

6. Works with Master Controller/Scheduler in advance coordination with campuses in relation to utility outages required for facility modification, repair or scheduled maintenance.

7. Performs random quality assurance inspections of completed work orders and/or job assignments.

8. Participates in Substantial Completion Inspections and 12-Month Warranty Walk-Through Meetings with the NEISD Construction Management Department and Architect/Engineering Firms on New and Remodeled Construction Projects.

9. Reviews major repair expenditures, equipment failure trends and system performance histories as needed to identify improvement areas, to validate the need for replacement or specific types or brands of equipment.

10.Responsible for the safe and proper installation and operation of all electrical systems and equipment and for compliance with the National Electrical Code, Life Safety Code, National Fire Protection Code and City of San Antonio Electrical Code.

11.Conducts regularly scheduled safety meetings.

12.Visits work sites to ensure that crew sizes are adequate, work schedules are consistent with good housekeeping and safety practices, workers have proper tools and equipment to complete assigned tasks and that work is progressing satisfactorily.

13.Directly responsible to ensure that all work done on and around electrical apparatus is accomplished with minimum exposure of personnel to hazardous mechanical and/or electrical energy through the use of proper lock-out, tag-out procedures.

14.Utilizes recognized industry standards for labor and cost estimating to develop detailed performance standards for all personnel assigned.

15.Evaluates the overall and individual productivity reports and implements procedures to increase effectiveness and efficiency.

16.Identifies individual work limitations, areas of concern and marginal performance, counsels employees, addresses informal complaints through discussion with employee and initiates and takes prudent remedial or disciplinary action as needed.

17. Assures materials and/or equipment is ordered and delivered to work sites so as not to delay the work process and to limit unnecessary vendor trips.

18. Effectively coordinates work with other shops on multi-shop work orders.

19. Routinely visits with campus administrators to ensure that the interests, priorities and needs of the customers are being met with satisfaction.

20. Remains abreast of technology associated with electrical maintenance and operations to forecast the obsolescence of equipment and maintenance practices.

21. Provides alternative support and interim relief expediently during repair actions to ensure that the educational environment and functional ability of the customer is not impaired due to equipment or system failures.

22. Prepares written preplanned temporary electrical alternatives and acquires standby resources that would be needed to meet an array of contingencies due to an act of God, vandalism and/or critical equipment failures.

23. Responsible to ensure that the contingency equipment and plans are maintained and that appropriate personnel are instructed on the proper use of these resources.

24. Maintains confidentiality of information.

25.Regularly required to drive District vehicle in the performance of assigned tasks.

26.Reports to work on time every day.

27.Performs additional duties and accepts other responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS:

• Professional knowledge of the principles and theories of electricity such as ohms law, power quality analysis, load and demand factor calculations and fault current potentials
• Professional knowledge related to the use of test equipment associated with troubleshooting electrical controls and apparatus, which are integral to the systems
• Working knowledge of office related software such as Excel, Access and Word
• Working knowledge related to automated work order and inventory systems
• Ability to express thoughts, philosophies and technical matters clearly and eloquently both verbally and in writing to a variety of recipients
• Ability to read and interpret schematics, ladder diagrams and blueprints
• Valid Texas Driver's License with driving record that meets the requirements of the District

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; sit; use hands fingers to handle or feel. The employee is occasionally required to reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. The employee may be required to move and/or lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The employee is regularly required to drive a District vehicle in the performance of assigned tasks. Additionally, the individual must pass a pre-employment physical examination to include vision, hearing, alcohol and drug testing. The employee may be required to submit to drug and alcohol screening at any time throughout employment without prior notification. Personal protective equipment is required to be worn when performing tasks that might subject employee to injury.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is frequently exposed to moving mechanical parts, fumes or airborne particles and the risk of electrical shock. The incumbent may be occasionally exposed to wet and/or humid conditions; high, precarious places; toxic or caustic chemicals; confined spaces; outside weather conditions and vibration. The noise level in the work environment is usually loud and may require the use of hearing protection and/or other protective equipment. The incumbent may be required to work extended or protracted hours or varying shifts. Duty hour assignment is subject to change without notice as required to support the mission. The employee is subject to 24 hour call out in response to emergencies or other situations that dictate an immediate appearance.
