Accountant III (NS)

North Carolina State Highway Patrol (NCSHP) Fiscal Unit is seeking a Grants Accounting Manager to provide oversight of grant financial operations and ensure compliance with federal and state regulations.

Key Responsibilities

  • Responsible for managing complex accounting operations and providing leadership in financial management, with a specialized focus on grant administration and development.
  • This position supports strategic decision-making through the accurate recording, classification, analysis, and interpretation of fiscal data and transactions, while ensuring compliance with state and federal regulations.
  • Responsible for grant lifecycle management: Searching for new grant opportunities, preparing and writing grant applications, and coordinating submission processes to secure funding for NCSHP programs.
  • Monitoring grant budgets, ensuring timely vouchering and reimbursements, preparing and submitting required financial reports, and advising program staff on cost eligibility and compliance with federal and state guidelines.
  • Interpreting grant-related policies, updating fiscal procedures, and coordinating with internal and external stakeholders to maintain fiscal integrity and program effectiveness.
  • This position provides supervisory oversight to fiscal staff, offering training, guidance, and performance evaluations to foster professional development and ensure high standards of accuracy and compliance.
  • This position requires strong knowledge of accounting principles, government reporting requirements, and grant management processes, as well as proficiency in financial systems and tools such as GrantSolutions, JustGrants, SAM.gov, and Microsoft Office.

Typical work schedule: Monday-Friday; 8:00am-5:00pm

Minimum Education and Experience: Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; AND four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports; OR equivalent combination of education and experience.
