VOA is seeking a Grants and Performance Manager to work to ensure data integrity, performance tracking and compliance with DOL reporting requirements. The selected candidate will oversee all financial operations of the RESTART grant, ensuring compliance with federal regulations, proper fund allocation and fiscal oversight of sub-grantees.
This position is full-time (40 hours per week) and extends the
opportunity for both On-Site and Hybrid Work Schedules

Primary Responsibilities:
Responsibilities will include: overseeing data collection and reporting across subrecipients, aligning outcomes with WIOA indicators and supporting continuous quality improvement. Other responsibilities will include:
Managing grant budget (up to $5M+) and financial planning
Ensuring compliance with:
2 CFR 200 (Uniform Guidance)
DOL cost principles and funding restrictions
Overseeing sub-grantee fiscal monitoring, including:
Budget approvals
Reimbursement tracking
Financial reporting
Preparing and submitting quarterly financial reports in cooperation with Senior Director of Grant Management
Monitoring spending limits, including:
Supportive services caps (15%)
Incentives (5%)
Ensuring allowable costs (training, wages, OJT reimbursements, etc.)
Maintaining internal controls and audit readiness
Supporting budget narrative development and cost-per-participant analysis
Collaborating with Project Lead on financial strategy and sustainability
