The Washington State Department of Corrections is seeking a highly motivated and qualified Health Records Technician 2 for the Washington Corrections Center for Women located in Gig Harbor, WA.

The full time Health Records Technician 2 position is one of four records staff on the WCCW Health Services Administration team. This team works together to manage all aspects of the handling, management and movement of these legal documents. As a supervisor of the WCCW Health Records team, this position is responsible for management and directing the operations and performances of health services support staff in the Health Records department and works closely with our RHIT's, OA3's and health care staff. This position reports to the Health Services Manager-1. This position is also responsible for processing public disclosure requests for patient health information, doing statistical analysis of health care data and analyzing processes and procedures while serving on WCCW and Health Care Quality Improvement committees.

The Washington Corrections Center for Women (WCCW) is a 62.6-acre facility located approximately two miles from Gig Harbor. The site includes living units, administration buildings, a health clinic, education buildings, a gymnasium, a chapel, industries buildings, food service buildings and support facilities.

Correctional Health is a rewarding career path at DOC, in which health care professionals treat a wide array of cases for patients residing in a state correctional facility. Health Services is responsible for basic primary care for incarcerated individuals. All disciplines within all of the 12 correctional facilities work closely together to reach a common goal, providing the best, most efficient, and cost-effective health care possible. Emphasis is placed on early identification of health concerns, care for acute and chronic health problems, and preventive care.

Duties

Duties to include:

Manage all Public Disclosure requests involving medical records for active or recently released patients of WCCW.

  • Ensure disclosure of requests is appropriate, and the release of information is on record.
  • Extracting requested information and ensuring accuracy of information to requested documentation.
  • Check the validity of the record request.
  • Maintain the public disclosure log.
  • Ensure records are archived according to policy.

Schedule and coordinate management of medical records for all patients currently housed at WCCW.

  • Audit medical charts.
  • Perform quality checks on incoming loose filing.
  • Preparing release of information for providers.

Supervise and evaluate medical records office staff.

  • Manage and direct operations and performance of medical records staff.
  • Review and complete position descriptions (PD's) as well as review/evaluate/complete performance and development plans annually.
  • Conduct monthly supervisory conferences with records staff.
  • Recommend hiring of staff, establish job performance standards, evaluate job performance and take corrective action if performance is not up to expectation.
  • Assigns training as needed for health records, work schedules and duties.
  • Provides guidance and assistance to health records staff.

Provide information as the facility subject matter expert on management of WCCW health records.

  • Advise and counsel health services management and staff on health information and informatics according to DOC policy.

Other duties as assigned.

Qualifications

Required Qualifications:

  • Certification by the American Health Information Management Association as a Registered Health Information Administrator (RHIA) OR Registered Health Information Technician (RHIT)
  • Two (2) years' experience working with medical and/or mental health treatment records.
  • Valid drivers license.

Preferred/Desired Qualifications:

  • Bachelor's degree.
  • Current on state and federal laws, national standards, and department policies governing health records and health information disclosure and ability to apply that knowledge in an appropriate manner.
  • Experience working in a correctional facility.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
