Are you a strategic human resources leader with a passion for public service and organizational excellence? The Maryland Public Service Commission (PSC) is seeking an experienced and forward-thinking Human Resources Director to lead the agency''s human capital programs and initiatives.

The PSC plays a vital role in protecting the public interest by regulating Maryland''s public utilities and certain passenger transportation services. The Commission oversees gas, electric, telephone, water, and sewage disposal companies, electricity suppliers, pilotage service fees, the construction of generating stations, and selected common carriers providing transportation for hire. The PSC also regulates taxicab operations in the City of Baltimore, Baltimore County, Cumberland, and Hagerstown.

As the agency''s senior human resources professional, the Human Resources Director serves as a trusted advisor to executive leadership, providing strategic direction and oversight for talent acquisition, performance management, policy development, workforce planning, and organizational development. This position is instrumental in fostering a high-performing, inclusive, and engaged workforce that enables the Commission to fulfill its critical regulatory mission and serve the citizens of Maryland with integrity, accountability, and excellence.

MINIMUM QUALIFICATIONS
Education:
Bachelorâs degree in Human Resource Management, Business Administration, Organization Development, Public Administration or related field
Experience:
6â8 years of progressively responsible human resources experience
3â5 years in a management or supervisory role
DESIRED OR PREFERRED QUALIFICATIONS
HR Certification - SHRM SCP or HRCI SPHR
Experience overseeing multiple HR functional areas (e.g., employee relations, recruitment, classification and compensation, benefits, labor relations, training, compliance, leave administration)
Experience developing and implementing HR policies and strategic initiatives
Experience working in government
