HR Specialist (Information Systems/Strategic HC Planning)ROLEWe need an experienced HR Information Systems Specialist supporting the HR Department of the Naval Surface Warfare Center Philadelphia Division (NSWCPD). NSWCPD is a Department of Defense engineering and fleet support command for the Navy's ships, submarines, and unmanned vehicles. In this role, you will help build the organization's strategic human capital plan, forecast workforce trends, conduct HR studies, and produce HR data analytics and reporting for leadership. Provides HR support services to NSWCPD's Policy, Planning, and Analysis Branch
Helps create a strategic human capital plan aligned to the organization's strategic goals and objectives
Designs and implements strategic approaches in collaboration with management and the HR office
Supports the design and planning for a future workforce responsive to downsizing, technological advances, and labor market competition
Analyzes trends and forecasts changes in workforce requirements
Researches and analyzes options suited to particular missions, labor markets, and work technologies
Designs and conducts comprehensive HR studies
Identifies and proposes solutions to HR management problems and issues
Plans, organizes, and directs team efforts to make recommendations involving substantial organizational resources or extensive procedural changes
Develops, interprets, and analyzes data extracts and reports from automated HR databases
Develops efficient and effective automated systems approaches for presenting HR reports and graphics for management
Provides HR data analytics and produces visuals for leadership out-briefs
Assesses organizational readiness for change and leads change initiatives
Performs analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements
Applies analytic techniques to project objectives and contributes to strategic direction
Provides support and maintenance for HR personnel information systems and related technology
BACKGROUND/REQUIRED EXPERIENCE
Five (5) years of experience providing Human Resources services related to policy, analysis or strategic human capital planning
Working knowledge and proficiency of Microsoft Office Suite programs
Demonstrable experience examining human resources laws, policies, rules, and procedures
Possess knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources.
EDUCATION
High School Diploma or GED required; undergraduate degree preferred
LOCATION
Philadelphia, PA Navy Yard
CLEARANCE
Must be able to pass a Tier III background investigation to obtain a moderate risk public trust
Must be a US Citizen
