Job Title: Human Resources Recruiter / Sr. HR Analyst

Location: Phoenix, AZ (Hybrid - Primarily Remote within Arizona)

Job Description

The Arizona Department of Environmental Quality (ADEQ) is seeking a dedicated and results-driven Human Resources Recruiter / Sr. HR Analyst to join its Human Potential Office. This position is primarily focused on Talent Acquisition and Recruitment and offers the flexibility to work remotely within Arizona, with occasional onsite attendance for meetings and agency events.

The ideal candidate is highly organized, adaptable, and able to manage multiple priorities in a fast-paced environment. This role will be responsible for full-cycle recruitment activities, supporting hiring managers, sourcing candidates, and promoting ADEQ employment opportunities across the state.

Key Responsibilities

• Manage the full-cycle recruitment process, including job postings, sourcing candidates, resume screening, interview coordination, reference checks, and extending job offers.
• Utilize PageUp Applicant Tracking System (ATS) to manage recruitment activities.
• Partner with hiring managers and stakeholders to identify staffing needs and recruitment strategies.
• Attend job fairs, career events, and networking functions throughout Arizona to promote ADEQ employment opportunities and employer branding.
• Conduct candidate sourcing through various recruitment channels.
• Research, collect, analyze, and compile recruitment-related data and reports.
• Maintain compliance with HR policies, procedures, and recruitment best practices.
• Provide excellent customer service to applicants, hiring managers, and internal stakeholders.

Required Qualifications

• Bachelor's Degree in Human Resources, Business Administration, Personnel Management, or a related field.
• Candidates with an equivalent combination of education, training, and experience will also be considered.
• Minimum 3 years of experience as a Human Resources Analyst, Recruiter, or related HR professional.
• Strong experience in talent acquisition and recruiting.
• Excellent verbal and written communication skills.
• Strong interpersonal, customer service, and relationship-building skills.
• Experience conducting research, gathering data, and preparing reports.
• Ability to manage multiple priorities and adapt quickly in a dynamic environment.

Preferred Qualifications

• Professional HR Certification (PHR, SHRM-CP, SHRM-SCP, or equivalent).
• Experience using Applicant Tracking Systems (ATS), preferably PageUp.
• Experience recruiting in public sector or government environments.
