The Office of Juvenile Justice is seeking a detail-oriented HR Analyst or Specialist to support key human resources functions across the agency. This role is ideal for someone who excels in accuracy, communication, and navigating complex HR processes within a fast-moving environment.
As an HR Analyst or Specialist, you'll support employee administration, benefits, payroll coordination, and recruitment activities while ensuring compliance with Civil Service rules, state and federal regulations, and departmental policies. You'll work closely with supervisors and managers, provide guidance to employees, and help maintain the integrity of personnel actions and HR documentation. This position offers structured growth through the Career Progression Group, allowing advancement based on experience, competencies, and performance.

Minimum Qualifications
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Manages employee administration - processes personnel actions, audits HRIS data, resolves discrepancies, and ensures compliance with Civil Service rules, state/federal laws, and departmental policies.
Oversees benefits and retirement programs - processes health/life insurance actions, counsels employees on benefit options, and ensures accurate reporting to retirement systems.
Supports recruitment and placement - creates requisitions, posts vacancies, reviews qualifications, audits hiring actions, and guides managers through selection procedures.
Administers payroll, FMLA, and workers' compensation - assists with time entry, processes adjustments, manages injury claims, evaluates FMLA documentation, and coordinates return-to-work procedures.
Ensures compliance and documentation accuracy - reviews personnel documents, monitors appointment authorities, prepares required reports, and maintains accurate HR files.
Provides HR consultation - advises employees and supervisors on Civil Service rules, payroll issues, benefits, policies, and HR program requirements.
Performs administrative support duties - maintains correspondence, tracks pending transactions, recommends policy improvements, and completes additional tasks as assigned.

Work Location: This vacancy may be housed at the Office of Juvenile Justice-Central Office in Baton Rouge, LA or at Jetson Center for Youth in Baker, LA.

Compensation:
The Human Resource Analyst A (AS-613) title has a Special Entrance Rate of $$1,616.00 biweekly.
The Human Resource Analyst B (AS-614) title has a Special Entrance Rate of $1,728.80 biweekly.
The Human Resource Analyst C (AS-616) title has a Special Entrance Rate of $1,944.80 biweekly.
The Human Resource Specialist (AS-617) title has a Special Entrance Rate of $2,080.80 biweekly.
The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15:587.1 (c).
