Position Overview: The Human Resources Manager provides strategic leadership and oversight of all HR functions to ensure effective workforce management and organizational success. This role is responsible for developing and implementing HR strategies, overseeing recruitment and retention efforts, managing employee relations, ensuring compliance with HRSA, AAAHC, and all federal and state employment laws, and supporting a positive and productive work environment.

What You Will Do:

  • Manage all aspects of the HR department, including recruitment, onboarding, employee relations, performance management, and compliance.
  • Develop and implement HR policies, procedures, and initiatives aligned with organizational goals and regulatory requirements.
  • Provide guidance and support to supervisors and staff on employee relations matters, conflict resolution, and disciplinary actions.
  • Ensure compliance with federal and state labor laws, HRSA and AAAHC standards, and FQHC-specific regulations, including FTCA.
  • Oversee HR audits, maintain accurate personnel records, and ensure integrity of HRIS data.
  • Manage compensation and benefits programs, including employee education and enrollment processes.
  • Lead employee engagement, retention, and professional development initiatives.
  • Supervise HR staff, including training, mentoring, and performance evaluation.
  • Collaborate with leadership on strategic planning, workforce development, and organizational effectiveness.
  • Oversee credentialing, reappointment, and privileging processes for medical and allied health professionals.
  • Represent the organization at job fairs, community events, and recruitment activities.
  • Ensure delivery of high-quality customer service to internal and external stakeholders.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor''s degree in Human Resources, Business Administration, or related field required.
  • Minimum of three to five years of progressive HR experience, preferably in a healthcare or FQHC setting.
  • Demonstrated knowledge of employment laws, HR best practices, and regulatory compliance.
  • Strong leadership, communication, and interpersonal skills.
  • Experience with HRIS systems and proficiency in Microsoft Office (Word, PowerPoint, Outlook, and Excel).
  • Proven ability to manage multiple priorities and lead in a fast-paced environment.

Preferred Qualifications:

  • Master''s degree in HR, Business Administration, or related field.
  • Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, or SPHR).
  • Experience with HRSA and AAAHC standards and healthcare credentialing processes.
  • Adequate hearing ability for communication and monitoring office environments.
  • Good vision for reading documents, operating office equipment, and observing surroundings.
  • Capability to stoop, crouch, crawl, or kneel as necessary for office tasks.
  • Ability to talk clearly and effectively for communication.
  • Ability to walk and move around the office environment.

Physical Requirements:

  • Ability to balance, bend, lift, carry, and pull up to 20 lbs.
  • Ability to sit and stand for extended periods, typically longer than four hours.
  • Flexibility to work a varied schedule, including evenings, weekends, or as needed.
  • Manual dexterity and ability to use hands and fingers for feeling, grasping, and operating office equipment.
  • Adequate hearing ability for communication and monitoring office environments.
  • Good vision for reading documents, operating office equipment, and observing surroundings.
  • Capability to stoop, crouch, crawl, or kneel as necessary for office tasks.
  • Ability to talk clearly and effectively for communication.
