  • This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a TWO (2) years period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess and maintain a valid Puerto Rico State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.

Qualifications

AREA OF CONSIDERATION:

HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Officers, Warrant Officers and Enlisted employees members (NG T32/NG T5) within Puerto Rico Army National Guard

AREA 2 = All indefinite Officers, Warrant Officers and Enlisted employees members (NG T32/NG T5) within Puerto Rico Army National Guard

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.

TEMPORARY PROMOTION / INDEFINITE:

This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, HRO MUST clear the Department of Defense (DoD) Priority Placement Program (PPP) prior to process the personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.

An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. Permanent employees who apply for, and are selected for, an indefinite or temporary position do not maintain their permanent tenure status, nor do they have restoration rights back to their permanent position or status. These employees Tenure Group changes as a result of a change in the appointment status in which the employee is serving. A technician NG-T32 (Dual-Status) or NG-T5 in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. NG-T5 employee selected for this position will not have return rights to their former permanent technician position after conversion to NG-T32(Dual-Status). DUTIES:

As a HUMAN RESOURCES SPECIALIST (COMP/RECRUITMENT & PLACEMENT)(D1040P01), GS-0201-9, you will provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions.

PHYSICAL DEMANDS:

The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

WORKING ENVIRONMENT:

The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. During emergency operations, may be working in an area that is not an established office environment. Travel to emergency operations centers will be required and may be for extended periods of time.

QUALIFICATIONS:

GENERAL EXPERIENCE:

Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:

Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-07 position or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as providing staffing guidance for large and/or diverse ANG/ARNG organizations; researching, choosing, interpreting, modifying, and applying available guidelines for adaptation to specific staffing problems or issues; advising management on the procedural requirements for RIF and reorganizations; understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate the relative value of individual qualifications and analyzing trends, considering program adjustments, managerial/supervisory training needs.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

A 4-year course of study leading to a bachelors degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semesters hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience.

One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semesters hours or 20 classroom hours of instruction per week) for TWELVE (12) months of specialized experience.

NOTE:

Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces.
