This position is located in the JFHQ-State Human Resources Office (HRO). This position performs work in two to four of the following HR specializations (Employee Benefits, HR Development, HR Information Systems, Military (AGR), Performance Management and Employee/Labor Relations, Position Classification, Recruitment/Placement and Compensation) servicing both Army (ARNG)and Air National Guard (ANG) full-time employees within the State. The incumbent must serve as the State Level Expert/point of contact in one of the following HR specialties for a minimum of 25% of the time: Employee Benefits, HR Information Systems, Performance Management and Employee/Labor Relations, Position Classification, and Recruitment/Placement and Compensation. The incumbent ensures as the State-Level Expert/point of contact ensures all program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. MAJOR DUTIES: 1. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. May approve emergency leave for assigned employees in extenuating circumstances. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, and recognition of outstanding performance. Responsible for the accurate and timely processing of Request for Personnel Actions (SF-52), Notification of Personnel Action (SF-50) for areas within their HR Office delegation memorandum. Ensures completion of supporting forms, records, and documents. Verifies personnel actions are processed. Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Responsible for the quality assurance, maintenance, and security of the Electronic Official Personnel Folders (eOPFs) ensuring content meets regulatory requirements and is in accordance with the Guide to Personnel Record keeping and is safeguarded under the Privacy Act of 1974. Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Knowledge of a wide range of human resource management concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive human resources management advisory/consultant services on substantive organizational functions and work practices in the functional area of position management and classification, sufficient to advise management on a wide variety of technical issues; solve a wide range of complex, interrelated HR problems and issues to include: analyzing and evaluating an organizations current staffing situation to include researching and developing solutions and strategies to recruitment and retention problems incorporating a variety of flexibilities; providing comprehensive HR services to management and employees throughout a complex multi-mission organization; working on special projects such as serving on a strategic planning team; providing management with insight in establishing organizational structures that are efficient, cost effective, support appropriate grade levels, and facilitate career development; providing management advisory services in counseling, recognizing top performers, and taking appropriate actions on performance issues; advising management on developing and maintaining the proper balance between organizational strategic plans and goals and human resource development programs.

Skill in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action and in making decisions and recommendations.

Skill in analyzing complex operational and business problems involving issues for serviced functions.

Skill in advising managers and supervisors of HR program flexibilities and recommending alternatives.

Skill in writing clear, concise, explanations of policy, regulations, decision documents and etc. for various audiences.

Working knowledge of HR computer applications and ability to integrate new, existing, and proposed applications into the operating environment. Ability to retrieve and provide HR reports to the serviced population.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army.
