Job Title: Human Trafficking Services and Support Specialist (SHPC2)

Location: Olympia, WA - Full-Time/Permanent/Remote

Closes: Friday, August 14th, 2026

Salary: $64,512 - $86,688 Annually

The Department of Children, Youth, and Families (DCYF) is looking for a Human Trafficking Services and Support Specialist (SHPC2) to join the Missing and Exploited Youth (MEY) Program within the Division of Partnership Prevention and Services, Integrated Systems of Care Team.

Our mission is to protect children and strengthen families, so they flourish. Our vision is that all Washington's children and youth grow up safe and healthy - thriving physically, emotionally, and educationally, nurtured by family and community.

In this role, you will contribute to the critical work of screening and assessment of Human Trafficking, including commercial sexual and exploitation of children. You will help ensure the accuracy and timeliness of reporting key metrics to inform strategic decision-making and the effectiveness of trafficking-related services for youth, while supporting collaborative efforts among DCYF divisions and community organizations to identify areas of needed growth in service delivery.

The Opportunity:

The primary objective of this position is to ensure the accuracy and timeliness of reporting key metrics to inform strategic decision-making and the effectiveness of trafficking-related services for youth by efficiently managing and optimizing the statewide DCYF SharePoint dashboard and associated data systems. This role will assist in collaborative efforts among DCYF divisions and community organizations to identify areas of needed growth in service delivery, particularly in relation to the provisions of Senate Bill 6006.

You will follow statewide policy and procedures in support of screening and assessment of Human Trafficking, administer validated screening tools, and provide comprehensive support to social workers. Through this work, you will help improve outcomes for youth at risk of exploitation and foster a culture of continuous quality improvement within the service delivery framework.

This position requires subject matter knowledge and policy proficiency regarding Missing and Exploited Youth, trauma-informed care, developmentally appropriate responses for adolescents and emerging adults, human-centered practice, and equity and inclusion. The Specialist must possess advanced knowledge of the risks and interventions for human trafficking and the disparate impact of human trafficking on BIPOC and LGBTQIA youth, along with experience in youth engagement, screening and assessment practices, youth-focused case planning, and managing systems of data for interpretation and communication.

Some of what you will get to do:

  • Manage and maintain the SharePoint dashboard and smart sheets, ensuring data is accurate, up-to-date, organized, and accessible.
  • Generate regular reports highlighting key metrics and trends to inform decision-making and improve program effectiveness.
  • Compile statewide screening outcome-related service referral data, including service recommendations and outcomes, to identify service gaps and areas of need related to Senate Bill 6006.
  • Assist with the compilation and synthesis of findings into reports for Program Management to inform legislative updates and recommendations for enhancing service delivery, with attention to populations disproportionately impacted by trafficking.
  • Monitor and report established Quality Improvement measures and assist in the QA/CQI process by identifying gaps in service areas and opportunities for improvement.
  • Engage with relevant child welfare, PPS, JR, and community partners to analyze screening outcomes, coordinate information and resources, and facilitate service connections.
  • Review existing case records and engage with collateral contacts, including youth and families, to gather information and inform the screening process within recommended timeframes.
  • Administer and interpret the validated screening tool, ensuring fidelity to the model and accurate information is entered into designated data management systems.
  • Support primary social workers post-screening with advanced subject matter knowledge, guiding prevention efforts and service referrals for exploited youth.
  • Report screening results and recommendations to supervisors and assigned staff, maintaining organized documentation to support improved outcomes.

Required Qualifications:

  • A masters degree or higher in social work, a health or social science, public administration or a related field, AND two (2) years of professional experience in planning, administering, developing, or delivering social, financial, health or chemical dependency treatment services programs.

OR

  • A bachelors degree in social work, a health or social science, public administration or a related field; AND three (3) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

OR

  • One (1) year of experience as a Social and Health Program Consultant 1.

OR

  • Equivalent combination of education and experience totaling seven (7) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Previously Demonstrated knowledge, skills, and abilities to:
  • Expertise in Microsoft Office tools (Smartsheet applications, PowerPoint, Excel, Word, SharePoint, including dashboard management and reporting functionalities)
