Job Title: Technical Services Manager

Employment Type: Direct Hire | Full-Time
Compensation: $103,000$136,500 annually (based on experience)
Additional Compensation: Discretionary annual bonus + $140/month phone allowance
Work Arrangement: Remote with regional travel (onsite candidates preferred for Tucson/Phoenix market)
Travel: Approximately 3040% regional travel to project/job sites (travel reimbursed)
Position OverviewWheeler Staffing Partners is seeking an experienced
Retro-Controls Commissioning Manager to oversee Retro-Commissioning and Commissioning initiatives across a portfolio of projects within the built environment. This leadership role is responsible for driving successful project outcomes while balancing scope, budget, schedule, quality, and energy performance objectives.
The ideal candidate will bring a strong background in
Energy Engineering, Retro-Commissioning, Commissioning, MEP systems, and Building Automation Systems (BAS) along with proven leadership experience. This individual will collaborate closely with project teams, engineers, construction professionals, and trade partners to deliver optimized building performance and successful project execution.
Key ResponsibilitiesProject Leadership & Execution- Lead Retro-Commissioning and Commissioning project delivery from initiation through closeout
- Execute projects in accordance with established budget, schedule, safety, and quality objectives
- Develop project execution strategies, staffing plans, technical approaches, KPIs, and cost estimates
- Establish and maintain project execution plans and schedules
- Monitor project progress and proactively identify risks, constraints, or opportunities
- Develop and maintain project cost forecasting and resource planning
- Track project KPIs and performance metrics to ensure successful delivery
Team Leadership & Resource Management- Lead, mentor, and support assigned team members
- Manage project staffing allocation and utilization
- Provide coaching and development opportunities for technical staff
- Ensure team adherence to company procedures and operational standards
Technical Oversight- Maintain detailed understanding of MEP systems, Building Automation Systems (BAS), controls, and commissioning scopes
- Review and coordinate project scope adjustments and technical requirements
- Support design reviews, issue resolution, and system optimization efforts
- Collaborate with project teams to ensure energy performance goals are achieved
- Assist in identifying, evaluating, and prioritizing operational deficiencies and corrective actions
- Support troubleshooting and solutions development during project execution
Cross-Functional Collaboration- Partner with engineers, construction teams, project managers, and technical specialists
- Participate in project scheduling and coordination meetings
- Communicate project updates, risks, and recommendations to stakeholders
- Ensure project requirements are accurately documented and communicated
- Coordinate issue tracking, documentation, and follow-through activities
Project Administration & Closeout- Review project expenses and time entries for budget accuracy
- Conduct project closeout activities including reporting, lessons learned, and turnover meetings
- Ensure adherence to company standards, SOPs, and safety practices
Required Qualifications- Bachelors degree in Engineering, Construction Management, or related technical field
- 5+ years of experience in Energy Engineering, Commissioning, Retro-Commissioning, or related technical disciplines
- Hands-on experience with:
- Mechanical, Electrical, and Plumbing (MEP) systems
- Building Automation Systems (BAS)
- Controls programming, design, and optimization
- Experience with cloud-based commissioning platforms
- Strong understanding of current construction industry trends and practices
- Strong analytical, troubleshooting, and problem-solving skills
- Demonstrated leadership and team management experience
- Excellent written and verbal communication skills
- Ability to work independently and manage multiple priorities
- Proficiency with Microsoft Office Suite
Preferred Qualifications- Certified Commissioning Professional (CCP)
- Certified Energy Manager (CEM)
- Engineering Intern (EI) certification
- Professional Engineer (PE) license
- Project Management Professional (PMP) certification
- Additional Commissioning certifications (ACG, BCxA, ASHRAE, or similar)
Work EnvironmentThis role includes both office and field-based work environments and may require:
- Regional travel to project and job site locations
- Standing or sitting for extended periods
- Ascending/descending stairs, ladders, and scaffolding
- Exposure to indoor and outdoor job site conditions
- Exposure to construction environments with varying noise levels
- Occasional lifting and movement of materials up to 50 pounds
