THIS POSITION WILL REMAIN OPEN UNTIL FILLED
This senior management position will develop and manage multiple infrastructure projects and maintenance of County properties. Reporting directly to the Director of Project Management, the Infrastructure/Maintenance Engineer develops and manages complex infrastructure projects as well as determining the maintenance priorities of County properties. This position performs leadership and management duties for Buildings and Grounds staff and is responsible for project planning, project management, personnel assignments, and budgetary control and monitoring.
This position has ongoing day-to-day oversight of all maintenance at County properties. This position requires sound management skills to lead staff and outside contractors with little or no direction for normal and emergency operations. These positions have the responsibility to ensure that all maintenance operations at the assigned facilities are delivered in accordance with all regulatory and statutory requirements. The Infrastructure/Maintenance Engineer must be able to competently represent the Countys interests and leadership during critical situations and states of emergency.
Essential Duties and Responsibilities
Required Knowledge, Skills and Abilities
Knowledge of the practices and principles of engineering in a diverse municipal environment
Knowledge of management principles and maintenance practices, procedures, and operations
Knowledge of relevant local, state and federal regulations, and County protocols and procedures
Knowledge of business and financial practices related to infrastructure and maintenance
Knowledge of project management techniques and tools
Effective leadership
Effective negotiation skills
Knowledge of public procurement practices
Knowledge of electronic asset management databases and work order processing
Ability to develop and manage operating and capital budget and projects
Ability to identify, develop, and implement strategic and tactical plans and solutions
Establish and maintain effective working relationships with internal and external contacts such as outside vendors and contractors
Ability to read, understand, follow and enforce safety procedures
Strong oral and written communication skills
Ability to provide effective leadership during critical/emergency situations
Minimum Qualifications
Bachelors Degree from an accredited college or university with major course work in engineering, facilities management or related field; or any equivalent combination of experience and training (including active trades licenses) which provide the required knowledge, skills and abilities specifically in the fields of facilities management and/or public entity maintenance
At least two (2) years of progressive managerial experience in infrastructure or facilities maintenance, including direct supervision of maintenance workforces (in-house and contracted)
Strong background in management of multiple, diverse maintenance functions
Demonstrated experience in strategic planning and project management
Demonstrated experience in finance/budgeting principles and practices ;at least two (2) years of experience in budget development/execution and cost analysis preferred
Registration as a Certified Facilities Manager preferred

I. Medical Insurance
The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the Countys medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.
II. Vision and Prescription
The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.
III. Dental Coverage
The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.
IV. Life Insurance
A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.
V. Retirement
All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
