    Description

    Title: Instructional Design Program Manager
    Location: Remote
    Target Start Date: ASAP
    Type: contract
    Pay Rate: DOE

    We are seeking an instructional design program manager responsible for developing and managing training programs that meet regulatory and compliance standards. This role will operationalize governance frameworks that elevate facilitation, certification, and training execution quality, then oversee their adoption and continuous improvement across the organization to ensure consistent and measurable training excellence.

    The position combines instructional design leadership, program management, and stakeholder collaboration to deliver high-quality learning experiences. The program manager will establish standards, implement quality control mechanisms, and translate training quality and performance data into actionable insights that drive continuous improvement.

    This role requires someone who thrives in a fast-moving environment and can move fluidly between strategy and execution while providing leadership with reporting on training outcomes and impact. Strong program management, communication, and organizational skills, along with a passion for best practices and continuous learning, are essential for success.


    Key Responsibilities

    • Develop and manage training programs that meet regulatory and organizational compliance standards

    • Create, document, and maintain training policies, procedures, and governance frameworks aligned with organizational strategy

    • Build cross-functional partnerships with instructional designers, stakeholders, and leadership

    • Develop project timelines, schedules, and agendas to support training program delivery

    • Monitor project progress, track milestones, and manage change requests

    • Identify and mitigate risks to keep training initiatives on track

    • Implement and manage technology solutions such as Learning Management Systems to improve training workflows

    • Evaluate training materials and provide recommendations to enhance learning effectiveness

    • Continuously assess feedback to ensure learning experiences follow instructional design best practices

    • Maintain documentation, records, and compliance standards for training programs

    • Ensure effective communication across teams and stakeholders

    • Report on training effectiveness, program risks, and overall impact


    Education & Experience Requirements

    • Bachelor's degree in Human Resources, Education, Business, or a related field

    • At least 5 years of experience in program management, training and development, or learning governance

    • Experience supporting compliance-related training initiatives

    • Proficiency with data analysis and reporting tools such as Microsoft Lists, Power BI, or similar platforms

    • Strong understanding of instructional design principles and Learning Management Systems (LMS)

    • Strong project management, strategic planning, communication, and analytical skills

    • Proven ability to build relationships with cross-functional teams and senior leadership

    • Ability to manage multiple projects simultaneously, prioritize work, mitigate risks, and meet tight deadlines while maintaining high-quality standards
