General Job Information

Job Summary

This position is located in the Office of the State Superintendent of Education (OSSE), Division of Student Transportation Services (DOT). The mission of OSSE DOT is to provide safe, reliable, and efficient transportation services that positively support learning opportunities for eligible students from the District of Columbia.

The function of this position is to assist the Supervisory Investigator in performing a full range of investigative assignments, which involves cases ranging from routine to complex in nature, requiring considerable skill in establishing the interrelationship of facts or evidence. Investigations vary based on allegations, and investigative plans are regularly updated as the investigation progresses. The incumbent is expected to plan and conduct investigations using ingenuity, independence, and the ability to adapt the investigative plan to meet unanticipated development.

The Investigator is charged with performing investigations of traffic collisions and any safety-sensitive incidents occurring with or on the school bus. Investigations can be routine or complex, requiring considerable skill in establishing the interrelationship of facts and evidence. The incumbent will be expected to plan and conduct investigations using ingenuity, independence, and the ability to adapt the investigative plan to meet unanticipated developments. The successful candidate will be able to use good communication skills, problem solve, and think critically in a fast-paced environment.

Duties and Responsibilities

The incumbent conducts field investigations and fact-finding activities that cover a diverse range of subjects and allegations in such areas as transportation (vehicle collisions and terminal operations, routing and logistics, employee misconduct, negligence, and verbal and physical altercations. Receives testimonies and collects data while conducting formal investigations and inquiries on sensitive issues. Verifies all information obtained, presented, or alleged to establish accuracy and authenticity of facts and/or evidence to present investigative findings in a comprehensive report. Generates investigative reports in accordance with appropriate guidelines. Frames allegations and assembles reports of investigation for review.

The incumbent determines the proper course of action, and plans, coordinates, initiates, and directs the actions necessary to resolve the complaint. Processes investigations from origination through case closure, and maintains case files as appropriate, including the preparation of letters, messages, memoranda, and briefings with accompanying visual aids. Assists the District of Columbia's Office of the Attorney General in the preparation of cases for criminal, civil, and/or administrative action. Testifies in court on behalf of the Division for internal and external investigations. Makes recommendations for resolution of investigations.

Qualifications and Education

Specialized Experience: At least one (1) year of specialized experience equivalent to the next lower grade level in District of Columbia government. Examples of specialized experience can include: Knowledge of a wide range of concepts, principles, practices, and laws pertinent to investigation and inquiry activities. Knowledge of organizational structure, operations, policies, mission and other responsibilities of the department's diverse organizations. Knowledge of investigative and research principles, techniques, methods, and procedures.

Skills in conducting investigations, interviewing, fact finding, and data analysis. Ability to conduct investigations, and apply relevant bodies of laws, regulations, or orders to the facts of the case being investigated. Skill to interpret laws or regulations and develop guidelines in areas where methods and principles are questioned or challenged.

Skills in recognizing/detecting fraudulent information or discrepancies of information; and, the ability to identify useful tools available in fraudulent document detection. Ability to communicate both orally and in writing. Proficiency in the use of personal computer and software to report facts accurately in a concise, logical, and objective manner.

Licenses and Certifications

Must maintain a valid driver's license.

Working Conditions/Environment

The incumbent may be required to visit various locations within the District of Columbia. The incumbent must be able to work in external/outside weather conditions. While performing the duties of this job, the incumbent is frequently required to sit, stand, walk stoop, kneel, crouch, or crawl; and to talk and listen in an effort to comprehensively gather evidence and data.

Duration of Appointment: This is an Education Service (ES), "At-Will" appointment. All positions and appointments in the Education Service/Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: This position is designated as a Safety Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). This position is also subject to mandatory pre-employment and random Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
