The University of New Mexico (UNM) Division of Enrollment Management (VPDEM), Office of Student Affairs (VPSA), Student Health and Counseling (SHAC), Global Education Office (GEO) and Office of the Chief Information Officer (CIO) seek a highly motivated, dynamic, detail-oriented, and organized individual to join the SSIT/CIO teams as an Information Technology Officer (ITO).

The organizations supported by this position provide a broad range of services that are central to the student experience at UNM. Enrollment Management supports recruitment, admission, financial aid, scholarships, registration, and student employment; Student Affairs provides programs and services that promote student success, engagement, accessibility, health and well-being, career development, and a sense of belonging; and GEO supports international recruitment and admissions, international students and scholars, education abroad and exchange opportunities, English language programs, global programs, and passport services.

This position is foundational to the UNM IT Campus Outreach & Engagement (COE) program. The matrixed reporting structure integrates operational oversight from the supported organizations with planning and coordination from the Office of the CIO. This strategy ensures consistent access to the full range of expertise and technology solutions available to campus while maintaining a strong understanding of the specialized operational and student-service needs of Enrollment Management, Student Affairs, and GEO. The model brings local IT leadership into a coordinated support structure focused on service quality, collaboration, security, and customer experience.

The selected individual will work independently and as part of the UNM-IT team to coordinate the administration of information technology (IT) services for the core units, including their distributed departments, programs, and service locations. The position serves as the information technology manager and primary IT liaison for these organizations while participating in campus-wide IT initiatives to ensure effective and efficient technology services. The ITO will promote, support, and advocate for organizational priorities; identify opportunities to improve service delivery through technology; and ensure that technology planning reflects the needs of students, faculty, staff, administrators, and external constituents served by these areas.

These organizations support students throughout the university experience - from recruitment and admission through enrollment, financial support, campus engagement, health and well-being, career development, international experiences, and graduation-related services. The ITO will manage and coordinate technology resources that support these diverse operations and will actively participate in advancing service delivery in a variety of ways, including:

• Representing the technology needs of Enrollment Management, Student Affairs, SHAC, and GEO on campus technology committees and in the planning, specification, development, implementation, and improvement of IT services and solutions.
• Providing strategic guidance on cybersecurity, privacy, data stewardship, accessibility, business continuity, and regulatory or institutional requirements associated with student-facing and administrative systems, including systems that handle sensitive student, financial, health-related, accessibility, identity, or international-program information.
• Serving as a primary point of contact for communicating major IT-related initiatives, service changes, standards, outages, and technology opportunities between central IT and the supported organizations.
• Developing and managing a coordinated service model for IT personnel and technology resources across supported units to provide effective and efficient coverage of diverse operational needs, reduce duplication where appropriate, and improve consistency of support. The ITO will have a direct impact on service quality, operational efficiency, technology planning, and the overall student experience across the supported organizations.

The ideal candidate will possess the following knowledge, skills, and abilities:

• Advanced knowledge and understanding of the current and developing strategic information requirements of a large, complex higher education environment, particularly in student-facing and administrative service areas.
• Knowledge of current trends and developments in information technology, particularly related to student services, enterprise applications, digital service delivery, identity and access management, cybersecurity, data integration, analytics, accessibility, and customer experience.
• Familiarity with federal, state, and other regulatory compliance requirements applicable to higher education and the protection of sensitive student, health, financial, and payment card information, including FERPA, HIPAA, GLBA, and PCI DSS.
• Strong interpersonal and communication skills and the ability to work effectively within a team environment, and with a wide range of individuals and constituencies in a diverse community.
• Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
• Experience with developing and leading technical training and education programs.
• Ability to provide leadership, strategic planning, and personnel management in a matrixed organizational structure of personnel with diverse skills at multiple distributed locations.
• Ability to provide strategic guidance and counsel to leadership within Enrollment Management, Student Affairs, GEO, and the Office of the CIO in the assessment, development, selection, implementation, and improvement of existing and proposed IT systems and services.
• Ability to develop appropriately structured internal and external request for proposals, along with the ability to evaluate proposals based on business requirements, service needs, security, accessibility, interoperability, sustainability, and value to the University.
• Ability to maintain confidentiality.

Duties and Responsibilities:

• Serve as the principal IT liaison and technology advisor for the Division of Enrollment Management, Student Affairs - including Student Health & Counseling (SHAC) - and the Global Education Office, collaborating with senior leadership, faculty, staff, students, departmental IT personnel, and central IT resources to identify priorities, interpret business needs, and develop effective technology solutions.
• Provide strategic leadership and coordination for information technology services across the supported organizations, ensuring that technology planning, investments, projects and operational activities align with departmental priorities and broader University technology strategies. Lead departmental technology planning activities, including development of technology roadmaps, lifecycle replacement strategies, budget priorities, project portfolios, and recommendations regarding existing and proposed systems and services.
• Oversee and coordinate the ongoing operation, support, lifecycle management, and modernization of departmental technology resources, including enterprise and locally managed applications, endpoints, servers, cloud services, identity and access services, network-connected systems, software, hardware, and other technology platforms. Provide direct support, oversight, and coordination for identified student-facing and administrative software systems in collaboration with UNM personnel and other stakeholders as appropriate.
• Partner with departmental stakeholders and central IT teams to identify opportunities to improve student-facing and administrative services through technology, including process automation, system integration, digital service delivery, data-informed decision-making, and effective use of enterprise systems.
• Participate in the evaluation, planning, implementation, and support of systems that enable critical University functions such as admissions and recruitment, financial aid, scholarships, registration and records, student employment, student services, accessibility, health and counseling services, international student and scholar services, education abroad, and other student-facing programs.
• Coordinate and participate in information security, privacy, risk management, and compliance activities across the supported organizations, working with central IT security, privacy, compliance, and risk management resources to identify and address technology risks, vulnerabilities, access control concerns, and data protection requirements. Provide guidance on the protection of sensitive student, health, financial, payment card, and institutional information and support compliance with applicable requirements, including FERPA, HIPAA, GLBA, PCI DSS, University policy, and information security standards.
• Maintain awareness of current and emerging technologies, trends, and practices relevant to higher education, student services, administrative operations, information security, accessibility, data management, and digital transformation; evaluate their potential value and applicability to the supported organizations.
• Review technology-related vendor proposals, contracts, purchases, and service agreements and coordinate with appropriate University stakeholders to ensure that solutions meet business, security, privacy, accessibility, interoperability, supportability, and institutional requirements.
• Develop and maintain appropriate operational metrics, reports, dashboards, briefings, presentations, and documentation related to technology services, projects, risks, performance, resource needs, and strategic priorities.
• Coordinate technology-related communications and change activities for major University and departmental initiatives, helping ensure that leadership, staff, and other stakeholders understand technology changes, impacts, timelines, responsibilities, and available support resources.
• Collaborate in the development and delivery of technology-related guidance, training, and awareness materials covering areas such as privacy, data protection, accessibility, enterprise applications, technology standards, and effective use of University IT services.
• Represent the technology needs and priorities of Enrollment Management, Student Affairs, SHAC, and the Global Education Office on University committees, working groups, project teams, governance bodies, and other technology-related initiatives.
• Recommend and participate in the development, review, and implementation of University and departmental policies, standards, procedures, and technology governance practices as appropriate.
• Perform miscellaneous job-related duties as assigned.

Minimum Qualifications

Bachelor''s degree; at least 5 years of progressively responsible work experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

• Demonstrated success working in information technology environments, including experience managing IT projects, coordinating server and application upgrades, and supporting or implementing cloud-hosted applications and services.
• Demonstrated working knowledge of information security standards, frameworks, and regulatory requirements applicable to higher education, including FERPA, HIPAA, and relevant federal requirements.
• Established record of leading the development and implementation of new IT services and technology solutions.
• Effective at leading collaboration efforts amongst teams, departments, and stakeholders across multiple locations.
• Experience developing and effectively delivering technology-related education, training and awareness materials.
