Responsibilities
Cardinal Technology Systems Corp. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking an IT Requirements Manager to work for our company.
Summary
- Active Secret clearance; TS/SCI preferred.
- Lead use case identification and prioritization activities with mission stakeholders.
- Gather and document requirements for technology integration pilots.
- Facilitate stakeholder workshops and coordination meetings.
- Translate mission pain points into technology capability requirements.
- Develop business cases and value propositions for technology insertions.
- Define measurable objectives and success criteria for pilot initiatives.
- Coordinate between technical teams and operational stakeholders.
- Document operational workflows and identify friction points for automation.
- Support governance review processes with business impact analysis.
- Develop metrics frameworks for measuring pilot and production outcomes.
- Create stakeholder communications and status reports.
- Manage requirements traceability throughout integration lifecycle.
- Support leadership alignment activities with briefings and documentation.
- Facilitate lessons learned and continuous improvement processes.
- Ensure pilot scope discipline and clear exit/transition decisions.
Requirements
- Active Secret clearance; TS/SCI preferred.
- S. Citizenship.
- BS in Business Administration, Information Systems, or related degree; or HS Diploma and 7+ years of directly relevant experience.
- Ability to obtain Department of Homeland Security (DHS) Entry on Duty (EOD) Suitability.
- 5+ years of experience as a business analyst or requirements analyst.
- Strong requirements gathering and documentation skills.
- Experience supporting federal cybersecurity programs.
- Knowledge of cybersecurity operations and mission environments.
- Experience with use case development and user story creation.
- Knowledge of business process analysis and improvement methodologies.
- Excellent facilitation and stakeholder management skills.
- Experience with project coordination and tracking.
- Strong analytical and problem-solving abilities.
- Proficiency with business analysis tools and techniques.
- Excellent written and verbal communication skills.
Preferences
- Desired Certifications: DoD 8140 IAT Level II, ITIL, CBAP, PMI-PBA, SaFE
- Background in technology assessment or capability evaluation.
- Experience with agile requirements management.
- Familiarity with cost-benefit analysis and ROI calculations.
- Experience developing metrics and performance measurement frameworks.
- Understanding of federal governance and decision-making processes.
