The job opportunity

We are seeking a Senior System Administrator to provide advanced technical administration and operational support for OFM's enterprise data and integration platforms. This position helps maintain the technology infrastructure that connects critical statewide enterprise applications and makes financial and business data available to state agencies and other authorized consumers. The role administers, manages, and maintains integration and reporting platforms, including Informatica on-premises and Informatica Cloud (IICS), BusinessObjects, Power BI, and Microsoft Analysis Services, and supports the availability, performance, security, and reliability of these services.

The Senior System Administrator coordinates the development, configuration, and deployment of integration platforms across multiple environments and exercises technical judgment in production control and platform management decisions. The position troubleshoots complex system and platform issues, supports enterprise data technology initiatives, and works closely with the OFM Enterprise Data Management team and statewide partners to establish, maintain, and promote effective technology standards and practices. Success in this role requires strong systems administration and troubleshooting skills, sound technical judgment, and the ability to manage complex enterprise platforms in a highly collaborative, mission-critical environment.

What you'll work on:

  • Provide technical support for the statewide integration platform. This includes but is not limited to operating and troubleshooting WebSphere MQ, Informatica PowerCenter, PowerExchange, Data Integration Hub, Informatica cloud services, and Apptio Datalink.
  • Configures enterprise integration platforms under established guidelines.
  • Perform and support ongoing installations, upgrades, maintenance, and support of the agency's enterprise integration solutions, including both messaging and ETL technologies.
  • Monitor integration platform use and participate in capacity planning.
  • Maintain Integration platforms and implement changes as necessary to align towards service goals (Service Level Agreements - SLA's) and direction.
  • Create and maintain a disaster recovery plan for the integration platforms.
  • Monitor production data exchanges for performance and capacity to ensure timely delivery of messages and data.
  • Plan, coordinate, schedule, and execute upgrades/patches/hot fixes for integration software platforms.
  • Establish connections to move data from various state agencies systems to Apptio/AFRS/HRMS.
  • Perform day-to-day server administration for the Integration platforms, including WebSphere MQ, Informatica, and Data Integration Hub.
  • Create standard connections to support Informatica workflow development.
  • Protect the integrity of the integration platforms by evaluating incoming requests for appropriateness, escalating when necessary, and implementing when appropriate.
  • Manage server and software platform security and permissions in accordance with federal, state, and agency standards and best practices.
  • Analyze and document existing integration standards, integration definitions, and business rules.
  • Assemble, contribute, and present technical platform specifications, including risk and impact assessments, for integration solutions between enterprise applications.
  • Work with the Server/Cloud team or providers and the Network teams to install/deploy, configure, and monitor the OFM Integration platform
  • Monitor servers and the (Enterprise Service Hub) infrastructure for health and availability.
  • Monitor other critical platforms supporting the state's ERP for performance degradation and failure during our outages.
  • Investigate and resolve resource balancing issues (out-of-control jobs).
  • Implement and follow environment control processes to maintain strict separation between development and production environments, assisting users with deployment and migration paths using GIT based technology and ADO Pipelines.
  • Troubleshoot and resolve standard connectivity issues, problems in the platform, and connections to other technical subsystems like SQL, MQ, MFT, Workday, Snowflake, etc.
  • Collaborate and work with technicians across OFM/WaTech and with customers to investigate the root cause of incidents. Test and implement approved technical fixes, coordinating deployment tasks with technicians from other teams.

What we need you to bring:

Required Qualifications:

  • Demonstrated experience administering, configuring, maintaining, upgrading, and supporting enterprise integration platforms, middleware, messaging, ETL, and related technologies in a complex, multi-system enterprise environment.
  • Demonstrated ability to install, configure, monitor, troubleshoot, optimize, and maintain enterprise server and integration environments, including performance tuning, capacity planning, disaster recovery, environment management, and ensuring system availability in accordance with established service level agreements (SLAs).
  • Demonstrated ability to analyze complex technical issues, perform root cause analysis, assess operational risk and system impacts, coordinate cross-functional incident response, and implement effective solutions for critical enterprise production systems. \
  • Demonstrated knowledge of enterprise security principles, access controls, change management, configuration management, and compliance with applicable federal, state, agency, and enterprise technology standards, policies, and best practices.
  • Demonstrated ability to develop and maintain technical documentation, architecture diagrams, operational procedures, technical specifications, and implementation plans that support secure, reliable, and scalable enterprise integration solutions.
  • Demonstrated ability to provide technical leadership, communicate complex technical concepts and risks effectively, collaborate with infrastructure, application, network, database, security, vendor, and business partners, and successfully manage multiple competing priorities in a mission-critical enterprise environment.

Desired Qualifications:

  • Skills and experience in WA state enterprise systems and platform support for integration technologies and methods.
  • Experience designing and engineering complex data and application integration architecture and platforms. The incumbent should be able to reflect on previous experiences where they used creative/original approaches to building and supporting middleware/integration platforms.
  • Proven experience in configuring communication channels between local systems and cloud-based systems. This should be supported with demonstrable knowledge of current and future trends in cloud technologies.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
