This position is located in the Production Support Services Section. Req. 219747 The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The IT Statewide Applications Developer develops and maintains statewide applications by designing, coding, testing, debugging, and documenting software solutions in accordance with established standards. Supports the full application lifecycle through system maintenance, troubleshooting, and enhancements, while collaborating with team members, vendors, and stakeholders to meet agency needs. Assists with database design, defines data elements, and ensures data integrity. Provides technical guidance to junior developers, reviews code for quality and accuracy, and contributes to resolving routine and emergency system issues. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Two years of experience in information technology; OR Six years of full-time work experience in any field; OR An associates degree in information technology; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Duties and Other Information Job Duties: As an IT Statewide Applications Developer, you will design, develop, and maintain applications that support statewide operations, ensuring systems are reliable, efficient, and aligned with user and organizational needs. In this role, you will: Designs, codes, compiles, tests, debugs, modifies, and documents new or existing applications programs within accepted standards, procedures, and guidelines. May provide guidance to lower-level developers. Defines data elements; writes and compiles definitions and descriptions of data elements into dictionary form for use by IT professionals and users. Assists in designing structures for databases. Assists in meeting client agency needs by serving as a liaison with vendors, customers, and agency management for applications of limited scope. Collaborates, as part of a team, to ensure continuity of the application lifecycle by maintaining and providing support for existing components of application systems. May assist in developing solutions to address future needs. Assists in resolving routine application problems, in consultation with other IT professionals, supervisors, or users. Responds to application troubleshooting requests such as debugging job processing issues; audits coding of lower-level developers and provides corrective guidance on abends for applications of limited scope. Responds to computer system emergencies and resolves problems in consultation with other Information Technology applications staff or end user personnel and by guiding lower-level developers in emergency resolutions. Provides technical advice, assistance, and guidance to employees who are less experienced or familiar with a specific programming language. Writes and/or reviews revisions to user guides and production run books for routine changes. Performs all other tasks, special projects, analyses, studies, and plans as directed by higher-level Information Technology personnel.
