Journeyman Lineman

1. Receives work orders andapplicable instructions from supervisor along with sufficient and accurateinformation for the work to be accomplished including appropriatespecifications and/or standards.
2. Reads and interprets electricalschematics and blueprints as required.
3. Installs temporary and permanentunderground and overhead residential and commercial single and three-phasepower systems. As appropriate, lay wire, pull and connect wiring as necessaryto install and activate watt-hour meters.
4. Installs and activates and/orremoves and replaces street and rental light services as required.Sets poles (wood or metal) and install guyanchors. Mounts cross-arms, insulators, connectors and associated hardware.
5. Investigates, troubleshoots andresolves customer power complaints such as power outages, low or no voltage,radio/TV interference, line arcing and related conditions.
6. Acts in an “On Call” (Standby) statusas part of a weekly rotational schedule for responding to after normal workinghours electrical emergencies and/or outages. Carries a mobile phone, pager orother communication device, and is able to respond within short notice to de-energizeelectrical circuits or restore power.
7. Accomplishes load switching onenergized power systems as necessary to balance amperage on different lines todirect power around trouble spots and to restore service to customers.
8. Locates and isolates faultedunderground power cables using high voltage D.C. generation (e.g. “TDR” unit).Accomplishes required repairs by removing, replacing, energizing and testingfor proper function in accordance with established procedures.
9. Installs new and repair existingpad-mount and pole-mount transformers. Installs air, oil and primary switches,high-voltage capacitors and lightning arresters. Takes oil samples fromenergized and de-energized transformers for PCB testing in accordance withestablished practices.
10. Locates and marks undergroundcable locations using high-frequency transmitter and hand-held receiver.Prepares sketches and cable-marking diagrams as necessary to define as-builtinstallations and cable routes.
11. Performs inspection of electricalequipment and power systems installed by contractors and developers. Notes anydeficiencies for re-work and accept work installed to standards andspecifications.
12. Loads, transports, unloads andoperates a variety of vehicles and equipment such as bucket trucks, diggerderrick trucks, backhoes, dump trucks, road graders and trenchers to performany function within the capacity of the machine.
13. Uses a variety of hand tools,equipment, and standard electrical test equipment such as voltmeters, faultlocators, hot-line tools, crimpers, pliers, screwdrivers, wrenches, pole-climbingequipment, chain saws and hydraulic anchor setters as necessary to accomplishjob requirements.
14. Removes tree limbs obstructingpower lines and clears grass and brush from around equipment installation.Transports and disposes of debris in accordance with established procedures.

Requirements

Education and/or Experience

• High School diploma or equivalent.
• Qualified Journeyman Lineman isrequired.
• Equivalent combinations ofeducation and experience that provide the incumbent with the necessaryqualifications may be considered.

Knowledge, Skills and Abilities

• Due to call out requirement, mustlive a short distance (within 30 miles) from Bellingham.
• Knowledge of the field ofassignment and physical ability sufficient to perform thoroughly and accuratelythe full scope of responsibility as illustrated by example in the above jobdescription.
• Full-scope knowledge of assignedconstruction and maintenance equipment; operating and repair procedures andmethods and facilities and function of areas of assignment.
• Ability to perform complex workrequiring analytical ability and judgment regularly and proficiently.
• Ability to work in accordance withspecific procedures, established practices under intermittent supervision.
• Ability to understand and followoral and written instructions.
• Ability to read and interpretelectrical schematics and blueprints.
• Working knowledge of safetyhazards and proper safety procedures and cognizance of public safety matters.

Licenses/Certificates/Registration

• Possess a valid State ofWashington Driver’s License and appropriate insurance at the time of hire forwork-related travel and operation of city vehicle. Driving record free of anysignificant moving violations.
• Valid Washington State CommercialDriver’s License Class A with Tankers (or the ability to obtain one within sixmonths of hire)
• State of Washington Flagger’sCertificate
• First Aid and/or CPR certification
• Valid State of WashingtonJourneyman Electrical Lineman Certificate
• Desirable – Valid State ofWashington Journeyman Electrician License

WORKINGCONDITIONS & PHYSICAL REQUIREMENTS

Work is performed in both the office and variedoutside settings. Employee will work outdoors in various weather climates, allnoise levels, hazardous conditions and on a full range of outdoor worksurfaces. Frequent use of protective clothing and/or personal protectiondevices is required.

Physical requirements include strength and abilitysufficient to perform manual labor for extended periods under dirty and uncomfortablesituations and in all types of weather. While performing the duties of thisjob, the employee is regularly and/or frequently required to talk, stoop,crouch, crawl, bend, reach, kneel, twist, balance, climb, hear, drive, type andrepetitive hand motions including using hands and fingers to handle, touch,feel or operate objects, tools, controls and reach with hands and arms. Theposition generally involves occasional sitting, frequent standing, frequentwalking, moderate lifting, moderate carrying, frequent bending, reaching,kneeling, twisting, balancing and climbing, frequent operation of lightequipment, tools and machinery and occasional operation of heavy equipment andmachinery. Incumbent must be able to regularly lift and/or move 50 pounds andto occasionally lift up to 100 pounds. Specific vision abilities required bythis job include 20/20 far and near vision, color vision, peripheral vision,depth perception and the ability to adjust focus.
