Lead Business/Technical Analyst

Our client, a Health Insurance company, is looking for a Lead Business/Technical Analyst for their Washington, DC/Hybrid location.

Responsibilities:

• Conducts a comprehensive assessment of the existing Microsoft Access database and develops a future-state solution recommendation.
• Evaluates system stability, reporting capabilities, data integrity, scalability, user needs, and long-term maintainability.
• Collaborates with business, technology, and data stakeholders to document requirements, analyze solution options, identify risks, and define a practical transition roadmap.
• 25% Conducts a comprehensive assessment of the existing Microsoft Access database, including its architecture, functionality, data structure, integrations, performance, security, and operational dependencies.
• 20% Gathers and documents business, reporting, data, and user requirements through collaboration with key stakeholders across the organization.
• 20% Evaluates suitable technology platforms and solution options, comparing capabilities, risks, costs, scalability, support needs, and alignment with enterprise standards.
• 15% Develops and presents a future-state recommendation that improves system stability, reporting capabilities, data integrity, security, scalability, and long-term maintainability.
• 10% Creates an implementation roadmap outlining priorities, resource needs, dependencies, data migration and validation activities, change management considerations, and risk-mitigation steps.
• 10% Provides clear documentation and executive-ready analysis to support decision-making, solution approval, and a sustainable transition from the current database environment.

Requirements:

• Education Level: Bachelor's Degree
• Education Details: Computer Science, Information Technology, or related field
• Experience: 8 years relevant systems/technical analysis
• In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
• Advanced degree Knowledge, Skills and Abilities (KSAs)
• Must have Expert knowledge in working with Microsoft Access, SAP and SQL, Project Management
• Ability to navigate through various complex systems, deliver quality solution with in budget and schedule. , Expert
• Ability to understand projects and concepts as they relate to high-level business objectives., Expert
• Knowledge of architecture, application development, data structure and analysis techniques and methods., Expert
• Proficiency in reading security patterns and audit reports to adhere with standards. , Expert
• Strong interpersonal skills and ability to work in a team-based environment., Expert
• Understanding of Project Management and translating organization objectives into goals., Expert
• The incumbent is required to immediately disclose any debarment, exclusion, or other event that makes them ineligible to perform work directly or indirectly on Federal health care programs. Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.
• Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.
• Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging
