M365 Dynamics Project Lead

Project Overview

The SouthCarolina Department of Public Health is undertaking a statewide modernizationof its digital health systems, requiring additional staff to support a complexnetwork of interconnected services and cloud-based workloads. As a MicrosoftGovernment GCC tenant, the agency leverages Dynamics 365 and Power Platform todeliver secure, scalable, and compliant enterprise solutions. The EnterpriseProgram Manager will be responsible for ensuring all systems follow industrybest practices, meet strategic and regulatory requirements, and maintainbusiness continuity. Key responsibilities include implementing Zero Trustsecurity principles, managing role-based access controls, establishing secureconfiguration baselines, and performing continuous monitoring aligned withgovernment cloud standards.

This position is integral to supporting bothproject-specific and operational needs, contributing to the agency’s mission ofimproving health outcomes for South Carolina residents. Success will bemeasured by the delivery of robust solutions, compliance with securityprotocols, and effective collaboration across teams.

Duties/Responsibilities:

• Develop, test, modify, and deploy Dynamics 365 solutions, Dataverse tables, model-driven apps, canvas apps, business process flows, forms, and views using Microsoft Government G5 tools.
• Assist in designing enterprise system architectures aligned with organizational strategic business objectives and Power Platform governance standards.
• Administer and maintain Dynamics environments, including solution inventory, environment configuration, and Dataverse schema management.
• Manage security roles, field-level security, access control, and least-privilege enforcement within Dynamics 365 and related Power Platform components.
• Manage application structure, navigation, UX components, business rules, and automated workflows.
• ProvideDynamics 365 and Power Platform support to end users, functional teams, and business units.
• Review, monitor, and analyze system usage, performance metrics, capacity consumption, and license utilization.
• Perform environment cleanup, archive unused components, and ensure solution compliance with governance requirements.
• Assist with Office 365 Government G5 environment management, permissions, data policy enforcement (DLP), and platform security.
• Deploy managed solutions, custom-developed components, connectors, and integrations in accordance with ALM pipelines and release procedures.
• ConfigurePower Platform services and settings, environment variables, connection references, and API connections.
• DocumentDynamics configurations, Dataverse schema, architectural designs, and integration patterns.
• Apply advanced technical and business knowledge across multiple disciplines and mission-critical processes.
• Create supporting project and system documentation, including architecture diagrams, ERDs, and workflow documentation.
• Provide regular updates to the M365 Project Team, ensuring transparency of progress, risks, and milestones.
• Collaboratively conceptualize existing systems, product solutions, and modernization pathways for Dynamics and integrated applications.
• Plan, organize, review, and implement project milestones through completion using established IT project methodologies.
• Assist in developing policies and procedures aligned with agency cybersecurity standards, including information risk management, data criticality, confidentiality, and protection (e.g., NIST 800-53, FISMA, SC InfoSecRequirements).

Requirements

Education and Certifications:

• Master's Degree in a relevant field of work or equivalent work experience.

Required Skills:

• 6+ years of experience working in State Government.
• 10+ years of experience in Microsoft Dynamics 365 (CE/CRM) solution architecture, customization, and administration.
• 10+ years of experience with Microsoft Dataverse relational data modeling, custom business logic, and security role architecture.
• 10+ years of experience with Microsoft Power Platform enterprise components.
• 10+ years of experience in Application Lifecycle Management (ALM) using AzureDevOps/GitHub pipelines and managed solution deployments.
• 10+ years of experience in custom extensibility using C# .NET (plugins, custom workflow assemblies) and JavaScript/TypeScript client scripting.
• 10+ years of experience with cloud security and data classification related to CDC, HIPAA, CJIS, andNIST 800-53 controls.

Preferred Skills:

• MicrosoftPower Pages architecture, external authentication, and secure portal implementation.
• Power BI data modeling, reporting, and Dataverse / Azure Synapse Link integration.
• PL-600 or PL-400 certification.
• MicrosoftCertified: Power Platform Solution Architect Expert (PL-600) or Dynamics 365 Solution Architect certification.

Additional Skills:

• Excellent written, oral, and interpersonal communication skills across functional and executive teams.
• Ability to integrate technical systems with state agency goals, governance standards, and operational objectives.
