Mail Process Driver
The Department of Corrections (DOC) is seeking highly motivated and qualified individuals for the position of a Full-Time, Permanent Mail Process Driver for the Washington State Penitentiary (WSP) located in Walla Walla, Washington.
The Washington State Penitentiary (WSP) is comprised of 4 Close Custody Units, 3 Special Housing Units, 2 Intensive Management Units, 2 Medium Units, 2 Minimum Housing Units and a Hospital. In all, WSP houses approximately 2,000 incarcerated individuals and employs approximately 1,000 staff.
The Washington State Penitentiary is staffed 24-hours a day, 7-days a week.

This position supports DOC's mission to improve public safety through the visual, physical, and electronic inspection of incoming and outgoing mail and packages in effort to eliminate risks associated with unauthorized transfer of contraband materials and information across institutional boundaries.
Security, Legal Compliance and Intelligence Gathering
- X-ray all incoming mail and packages for illegal narcotics, dangerous weapons and/or contraband
- Opening, inspecting, and scanning of all assigned incoming mail and J-Pay electronic documents to ensure that any illegal narcotics, dangerous weapons, escape plans, coded messages and restricted items are removed, cataloged, and shared with Correctional Investigators. All evidence is subject to legal scrutiny and staff found evidence may be processed into a criminal prosecution
- Make sure all Incarcerated Individual's mail, packages, and J-Pay electronic documents remain in compliance will all RCW's, WAC's, DOC policies, court issued sanctions and retraining orders
- Visually scan all incoming mail and packages for outward signs that they may contain explosives devices per the training provided by the WA State Patrol
- Ensure proper disposal of all contraband or rejected property is documented and retained in Incarcerated Individual mail room file
- Chemically testing suspicious unknown substances which arrive in the mail room with the Public Safety Inc "NIK" field test kits.
Processing Postage and Negotiable Items
- Removing, verifying, documenting, and processing all negotiable instruments, Incarcerated Individual property, staff mail and packages using the Franco Type Postalia System (FPS) and the Form and Utilities Software System (FPU). Negotiable instruments include; Cashier Checks, Money Orders, Corporate Check and Currency
- Investigation of any attempts to deposit funds to more than one Incarcerated Individual accounts in violation of policy 200.000
- Rejection and documentation of any items not allowed
- Securing evidence for Superintendent approval or denial of funds and logging/documenting using spreadsheets and forms
Processing and Sorting Mail and Property for Accurate Delivery
- Sorting and separating of Incarcerated Individual's letters, periodicals, non-profit and bulk mail by living unit. Using the Offender Management Network Information (OMNI) system to find the proper address when incomplete or inaccurate information is provided on the address
- Processing, logging, readdressing, and forwarding all deliverable mail to Incarcerated Individuals that have transferred to other facilities or have released to the community, in accordance with DOC policy
- Filling and retaining mail for Incarcerated Individuals that have temporarily left the facility until such time the Incarcerated Individual returns or it is communicated that Incarcerated Individual has new location and mail is to be forwarded
Other duties include but not limited to:
- Printing monthly accounting documents for the postage meter
- Writing General infraction (DOC17-070) and Serious Infraction (OOC17-076) reports when there are violations against policies and/or WAC's
- Completing Postal Transfer Forms for Incarcerated Individual account debts
- Generating mail rejections for items that violate DOC Policies
- Daily accounting reports for the Business Office
- Responding to Incarcerated Individual's Kites and Kiosk Messages
- Compiling and updating data bases
- Responding to information requested form staff, Incarcerated Individuals, and the public
- Assist in training of new staff and staff temporarily assigned to the mail room
Required:
- High School Diploma or equivalent
- Possession of a valid unrestricted motor vehicle operator's license
- Two years of clerical experience
May require sitting, standing, walking, driving, occasional lifting up to 50 lbs. with or without assistance; frequently lifting up to 10 lbs., bending at the waist, kneeling, squatting, reaching, and pushing carts.
Desirable:
- One year of experience sorting and distributing mail
