The Division of Administration/Office of State Buildings has a vacancy. This job title has an assigned pay grade of WS-215.

The Office of State Buildings maintains and operates all facilities under the jurisdiction of the Division of Administration. This currently includes over 6 million sq. ft., primarily office buildings as well as other occupancy types. Included among our facilities are many office buildings that house various state agencies providing service to the public.

The mission of the Office of State Buildings is to provide for the operations and maintenance within and around all building facilities under Division of Administration jurisdiction. Four regional divisions perform operations and maintenance: Alexandria/Lafayette Region, Shreveport/Monroe Region, New Orleans Region, and the Baton Rouge Region. The Operations Division has local and regional responsibilities for operations and preventive maintenance.

Four distinct functional divisions perform repairs and minor construction: Architectural, Mechanical, Electrical, and Horticultural. These divisions have statewide responsibilities over maintenance functions. Large construction projects and repairs are handled via contracts through Facility Planning and Control and/or the Office of State Procurement.

This position is responsible for all maintenance and repair activities in all state buildings, including work performed by outside contractors in the Monroe area. This position directly supervises Maintenance Repairer Master Positions.

This position assumes the responsibilities of the Facility Maintenance Manager A in their absence and is the principal assistant.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been on-the-job experience:

Four years of experience or training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or park operations and grounds maintenance; OR

Completion of a two-year vocational technical program in general building construction, construction technology, or engineering plus two years of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or park operations and grounds maintenance; OR

Twelve semester hours in construction management, construction technology, or engineering, or any combination of these courses plus two years of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or park operations and grounds maintenance.

Job Duties and Other Information

Job Duties:

  • Performs general maintenance and preventive maintenance work on all State-owned building systems and machinery in the building, including heating, ventilation and air conditioning systems and equipment, plumbing (water and sewage) systems and equipment, architectural work (carpentry and painting), and all other building systems.
  • Is responsible for the preventive maintenance program in the building, which involves establishing files for each item of equipment in the building and scheduledmaintenance recommended by the manufacturer, and performing necessary maintenance once equipment is out of warranty. During the warranty period, ensures that manufacturer performs all required maintenance.
  • Maintains records by item of equipment of all repairs and services performed during the lifetime of the item of equipment via the TMA work order system, as permanufacturer's recommended maintenance, preventative maintenance, or repair. Maintenance records include name of person who performed work, hours spent in work, value of hours, supplies needed, cost of supplies, and date and time service was performed. Prepares purchase requests to obtain purchase orders for supplies needed in the building, including safety kit items, bulbs, ballast, wiring, construction supplies and materials and office supplies, and the like. Assists in the preparation of specifications for items that must be bid.
  • Oversees the work performed under building maintenance contracts, including separate contractors who provide janitorial, waste disposal, security, window cleaning, pest control, and hazardous waste disposal. Maintains copies of the contracts and ensures that all work required by contract is performed. Order materials for contractors or tenants that are not included in contracts. Receives complaints from building tenants about the quality of these services. Meets with Facility Maintenance Managers or workers and recommends improvement in the quality of work, or changes supported by contract, as necessary. May recommend that payment be withheld until problem is corrected. In the rare cases that problem cannot be resolved, submits documentation of problem and efforts to resolve it to Facility Maintenance Managers for further action. Meets with Tenant Committees to discuss complaints, and to assist in planning evacuation, fire and safety programs and access/egress when supervisor directs or is absent.
  • Directly supervises Maintenance Repairer Master in equipment and building maintenance. Assigns work to subordinate, reviews work for accuracy, controls time and attendance, prepares annual employee performance review rating, recommends commendations or disciplinary action, and merit increases.
  • Assist in the inspection and reviews work performed by outside contractors under all capital outlay projects, including those awarded by Office of State Buildings and those awarded by Office of Facility Planning and Control. Meets with contractor's project manager or construction manager to discuss quality and progress of work, and to ensure that corrective action is taken as deemed necessary so that all work meets contract specifications. Ensures disputes are resolved. May recommend that payment be withheld until problem is corrected.
  • Performs annual property control inventory for all equipment in the building owned by OSB within the Sector. Compiles and returns information to be entered by computer for all building equipment, i.e., filter type and sizes, belt types and sizes, water cleaning chemicals, HVAC chemicals, etc.
  • Other duties as assigned by supervisory chain of command.
