    Job Description

    General Description

We are seeking a service provider or individual with combined data programming and statistical skills to build and maintain the LLRSM digital MEL system and to provide statistical support to the research and MEL team.

    Specific objectives:

    • Design, build, and maintain an integrated digital MEL system. It will include mobile data collection forms that work offline, a central database with unique-ID registries for farmers, schools, kitchens, and suppliers, and interactive dashboards covering the projects six impact categories.
    • Provide statistical design and analysis support for the baseline, midline, and endline assessments: sampling and sample size, data cleaning and validation, derived indicators, and datasets and tables for reporting.
    • Ensure data quality and security and compliance with the Data Privacy Act, and hand over a sustainable, documented system to IIRR and its partners.

    Scope of Work and Activities:

The main activities of the consultant will include:

    • Map indicators with the IIRR MEL team and partners, and prepare indicator reference sheets and a data dictionary for all project indicators.
    • Program mobile data collection forms in KoboToolbox (XLSForm) with validation logic, skip patterns, GPS capture, and offline synchronization, and configure the 20 project tablets.
    • Build the project database with unique IDs for farmers, learners (pseudonymized), schools, kitchens, and suppliers, linking procurement transactions to the verified supplier registry.
    • Develop interactive dashboards for routine monitoring: monthly sourcing compliance, kitchen operations per feeding cycle, attendance, and quarterly farmer income and GEDSI monitoring.
    • Train data stewards, field technicians, and enumerators, and prepare a user manual.
    • Run quarterly data quality checks and validation with the IIRR MEL team, and give feedback to data collectors.
    • As statistician: prepare the sampling design and sample sizes for the school, household, and farmer surveys with TORs 1-3; draft statistical analysis plans; clean and merge data; compute derived variables (e.g., WHO AnthroPlus z-scores, GDQS, KAP scores, income measures); run baseline-midline-endline comparisons with appropriate significance tests and disaggregation; and produce tables for the interim and final reports.
    • Prepare anonymized datasets and codebooks, archive the data securely, and hand over the system with documentation and training to IIRR and partners.

    Requirements:

    • Data programmer: a degree in computer science, IT, statistics, or a related field, with at least 5 years of experience building mobile data collection systems (KoboToolbox, ODK, or similar), relational databases (SQL), and dashboards (Power BI, Looker Studio, or similar).
    • Statistician: a Masters degree in statistics, biostatistics, epidemiology, or a related field, with at least 5 years of experience in survey sampling and the analysis of household, school, or farm surveys using Stata, R, or SPSS.
    • Experience handling anthropometric and dietary data (e.g., WHO AnthroPlus) is an advantage.
    • Working knowledge of the Data Privacy Act of 2012 and of secure data management practices.
    • Experience supporting MEL systems for development projects, preferably in agriculture, nutrition, or education.

Interested applicants who meet the above job criteria are invited to submit the following requirements through the application portal at iirr.applytojob.com/apply:

    • Curriculum Vitae (3-5 pages)
