Network Construction Manager (Telecom / Small Cell)

Pay Rate: $50/hour
Location: Seattle, WA (Fully Remote)
Field Travel: Local field visits 2–3 days per week
Additional Travel: 1–2 times per year out-of-state for team meetings (expenses covered)

Position Overview

We are seeking a Network Construction Manager to oversee construction activities for telecommunications infrastructure projects, including DAS and Small Cell deployments.

This role is responsible for managing the full construction lifecycle, including vendor selection, subcontractor coordination, field oversight, and project completion. The ideal candidate will serve as a construction subject matter expert, ensuring projects are delivered on time, within budget, and in compliance with company standards.

This position will support projects involving tower modifications, small cell deployments, in-building DAS (iDAS), and public right-of-way (oDAS) infrastructure, including both inside plant and outside plant construction.


Top Skills

  • Seattle Right-of-Way (ROW) experience – familiarity with SDOT, Seattle City Light (SCL), or Seattle City Inspector contacts

  • Vendor management

  • Strong Microsoft Office / Excel proficiency

  • Problem-solving and field troubleshooting

  • Experience building small cells in the public right-of-way

  • Ability to interpret node and construction drawings


Key Responsibilities

  • Manage all construction aspects of telecom infrastructure projects.

  • Oversee vendor selection and subcontractor management.

  • Coordinate activities between general contractors, OEM installers, and customer representatives.

  • Serve as the construction subject matter expert for tower modifications, DAS, and small cell projects.

  • Oversee above-ground and underground fiber installation, hub construction, and node deployments.

  • Ensure projects are completed on schedule and within budget.

  • Participate in customer meetings and deployment planning sessions.

  • Develop strong client relationships and represent the company during construction discussions.

Field Responsibilities

  • Conduct regular site visits including:

    • Bid walks

    • Pre-construction walks

    • Construction progress inspections

    • Punch walks

    • Project closeout

  • Provide direction to contractors during groundwork and installation.

  • Identify and resolve onsite construction issues.

  • Monitor construction quality and safety compliance.

Project Oversight

  • Maintain accurate records in project tracking systems.

  • Manage project budgets and negotiate vendor costs.

  • Ensure construction work follows company standards and procedures.

  • Maintain project documentation and distribute closeout documents in a timely manner.

Safety & Compliance

  • Act as the Safety Observer and Quality Assurance representative at construction sites.

  • Ensure compliance with company safety programs and workmanship standards.


Required Qualifications

  • High School Diploma or equivalent

  • Valid driver's license

  • 3–5+ years of telecommunications or wireless construction experience


Technical Knowledge

  • Outside Plant (OSP) construction methods (aerial and underground)

  • Small Cell and DAS infrastructure deployment

  • Fiber installation and hub construction

  • Ability to read construction drawings and blueprints

Testing Equipment Experience (Preferred)

  • RF Sweep testing

  • OTDR testing

  • Optical Power Meter testing

  • Passive Intermodulation (PIM) testing

Industry Standards Knowledge

  • NESC (National Electrical Safety Code)

  • NEC (National Electrical Code)

  • OSHA safety standards
