Brief Job Description:

The Texas Health and Specialty Care System (HSCS) seeks a highly skilled and experienced professional to serve as an NGRI Services Coordinator within the Office of Forensic Services and Coordination (OFSC).

This pivotal role serves as the statewide subject matter expert for inpatient NGRI services and performs highly advanced performs highly advanced (senior-level) consultative services, technical assistance, program coordination, policy implementation, and statewide program development work related to individuals found Not Guilty by Reason of Insanity (NGRI). Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Serves as the statewide coordinator for inpatient NGRI services and related forensic initiatives and coordinates statewide activities supporting consistent implementation and compliance of NGRI policies, procedures, and best practices. Develops policies, procedures, manuals, and evaluation plans for programs and services related to the NGRI population. (20%)

Provides advanced technical assistance and consultation to state hospitals and State Supported Living Centers regarding NGRI treatment best practices, legal requirements, and policies and procedures. Leads program and process implementation and assists facilities in resolving complex clinical and programmatic barriers involving NGRI commitments. (20%)

Develops and maintains statewide profiles of NGRI treatment capabilities, specialized services, and programming available across the state hospital system and monitors statewide trends in NGRI admissions, treatment, discharge planning, and outpatient management. Identify need for new programs or improvement opportunities, make recommendations to leadership, and develop plans for improvement. (20%)

Develops and delivers statewide education and training related to NGRI statutes, treatment, discharge planning, outpatient management, and continuity of care and creates guidance documents, educational materials, toolkits, and resources for state hospitals, community providers, courts, prosecutors, defense attorneys, and other stakeholders serving as the primary educational resource regarding NGRI processes and inpatient forensic services. (15%)

Collects, analyzes, and reports data to identify service gaps, opportunities for quality improvement, and emerging statewide needs and develops recommendations to improve consistency of NGRI services across facilities and across the continuum of care. Makes recommendations for improvement of efficiencies to leadership. (10%)

Collaborates closely with HHSC community forensic programs, including the community-based NGRI coordinator, to promote continuity between inpatient and outpatient services. (5%)

Responds to executive leadership, legislative, and stakeholder inquiries regarding NGRI programming, services, policy, procedures, statutory requirements, data gathered, and general best practices. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Texas Code of Criminal Procedure Chapter 46B and Chapter 55 Health and Safety Code.

Competency restoration principles, forensic behavioral health, and evidence-based restoration practices.

Adult learning principles and curriculum development methodologies.

Instructional design and training evaluation techniques.

Program management, quality improvement, and project management principles.

State behavioral health systems, forensic mental health services, and community behavioral health resources.

Applicable state and federal laws, administrative rules, and HHSC policies governing forensic behavioral health services.

Skill in:

Developing and maintaining complex educational curricula.

Providing consultation and technical assistance to diverse stakeholders.

Facilitating meetings, presentations, and professional trainings.

Researching, interpreting, and applying statutes, administrative rules, and policies.

Program evaluation, data analysis, and performance improvement.

Developing written guidance, manuals, reports, and policy documents.

Building collaborative relationships across agencies and disciplines.

Using Microsoft Office Suite and virtual training platforms.

Ability to:

Serve as the statewide technical expert on competency restoration education and curriculum.

Exercise independent judgment in resolving highly complex program issues.

Translate complex legal and clinical concepts into practical educational resources.

Manage multiple statewide projects simultaneously.

Effectively communicate both verbally and in writing with executive leadership, clinicians, attorneys, judges, community providers, and governmental agencies.

Lead workgroups and provide guidance to staff without formal supervisory authority.

Serve as a lead worker providing direction and guidance to others.

Registrations, Licensure Requirements or Certifications:

A professional license in one of the following is required:

Licensed Master Social Worker;

Licensed Clinical Social Worker;

Licensed Family and Marriage Therapist; or

Licensed Professional Counselor

Initial Screening Criteria:

Masters level degree in Social Work, Psychology, Counseling, or a related field and at least 3 years experience in forensic mental health.
