This occupational series comprises Senior Intelligence Service positions concerned with executive leadership, management, and oversight responsibilities for the collection, analysis, production, and dissemination of information and initiatives that directly or indirectly affect national security. Such work requires exceptional direction, coordination, and integration of critical and complex intelligence programs, program segments, projects, or related support infrastructure. Typically, incumbents of executive manager positions are held accountable for the formulation and success of specific programs or projects; monitor progress toward organizational goals and periodically evaluate and make appropriate adjustments to such goals; supervise the work of subordinate employees; and exercise important policy-making, policy-determining, or other executive functions.
The Executive Manager:
The Office of Inspector General (OIG) provides independent oversight of agency functions in support of the National Reconnaissance Office's (NRO) mission. The OIG is charged with ensuring that agency operations are carried out in an effective and efficient manner. The OIG also seeks to detect and deter fraud, waste, abuse and mismanagement through various audits, inspections, evaluations, reviews, and investigations. The OIG advances the mission by providing its findings and recommendations expeditiously to the Director and related stakeholders.
The Assistant Inspector General for Investigations (AIG-INV) supports the overall NRO OIG strategic direction and reports to the IG and Deputy IG. The AIG-INV provides oversight of a broad range of investigative activities conducted in accordance with the IG Act of 1978, as amended, under the guidelines established by the Council of Inspectors General on Integrity and Efficiency (CIGIE). This includes criminal, civil, and administrative investigations regarding potential violations of regulations, executive orders, or federal laws by NRO personnel, contractors, or others involved with NRO programs. The NRO OIG Investigations Division operates in a dynamic environment involving multiple, competing priorities, some which may require immediate action.
The AIG-INV performs the work in an independent manner, assuming a high degree of personal responsibility for sound judgement and decisions. They plan, direct, coordinate and manage independent criminal, civil, and administrative investigations of, among other things, allegations of fraud, waste, and abuse. They also provide direction, expert professional advice, consultation, and guidance, and recommend appropriate actions in all matters pertaining to personnel, administration, OIG policy, and investigative procedures. The AIG-INV interacts with senior officials within and outside the NRO in regard to investigation issues, including contacts with members of the ICIG Forum and committees, CIGIE, Congress, and other government entities.
