THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the NURSING (OCCUPATIONAL HEALTH) (ACCELERATED HIRE), GS-0610-12, is to manage a comprehensive Occupational Health Program for the state.

May make additional selections within 90 days of eligible(s) issuance.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Governments best interest.

  • Must maintain appropriate level of security clearance.
  • May be required to successfully complete a one or two year trial period.
  • Must wear appropriate military uniform including required grooming standards.
  • Must maintain a compatible military unit, grade and job assignment as required by current directives.

  • Must maintain current license as a Registered Nurse.
  • Must maintain current certification in cardio-pulmonary resuscitation.
  • Must maintain annual training.

Qualifications

NURSING (OCCUPATIONAL HEALTH) (ACCELERATED HIRE), GS-0610-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government, have at least least two years of specialized experience with understanding of the principles and concepts defined by a practical knowledge of health services activities such as, administration, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, or aeromedical evacuation and have at least 1 year of specialized experience in performing the occupational health programs. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Planning, developing, reviewing and analyzing, and maintaining a comprehensive Occupational Health Program; Experience in formulating, analyzing, revising, and implementing policies, procedures and best practices in order to accomplish program goals and objectives in accordance with Federal, State and local laws, such as, Occupational Safety Health Administration Act of 1970 - OSHA, Federal Employees Compensation Act, Department of Labor, Department of Transportation and the Nuclear Regulatory Commission statutes, and DoD guidance; Experience in determining if personnel are physically, mentally and psychologically suited for work in field operations and the industrial workplace; Experienced in managing job-related hazards, such as chemical, biological, radiological, nuclear, and explosive hazards.

Must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse. Failure to upload will result in automatic disqualification for this position.

Education

An undergraduate or graduate degree in one of the following: Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management, Nursing (BSN/RN), Biology, or microbiology, Public Health, Entomology, Microbiology, Zoology, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research, or other closely-related degree fields.

OR

Possess certification as an Occupational Health Nurse.

As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veterans preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.

Must maintain current certification in Occupational Health from the American Board of Occupational Health Nurses is preferred but not required.

Must be able to obtain and maintain credentialing, privileging through the National Guards Centralized Credentialing and Privileging Preparation Board. Possess a valid, unrestricted license in the US State, territory, or the District of Columbia to practice medicine, board eligible or board certified to include maintaining continuing medical education(CME) hours.

May occasionally be required to work other than normal duty hours; overtime may be required.

This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense. Tentatively selected applicants will be required to sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing as a condition of employment.

MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).

About Company

ORGANIZATION

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.

To deploy, fight and win our nation’s wars by providing ready, prompt and sustained land dominance by Army forces across the full spectrum of conflict as part of the joint force.
