Job Title: OCM & Mobile Delivery Lead - Enterprise Mobility Location: Remote/Washington DC.

Position Overview:
We are seeking an experienced OCM & Mobile Delivery Lead to drive enterprise-wide mobile device modernization, operational transformation, and employee adoption across a geographically distributed workforce. The ideal candidate will combine enterprise mobility management, Microsoft Intune, Apple Business Manager, organizational change management (OCM), and large-scale deployment experience.
This role will lead improvements across the entire mobile device lifecycle, including procurement, configuration, enrollment, deployment, support, and retirement. The successful candidate will establish scalable operating models, optimize provisioning workflows, coordinate technical and business stakeholders, and ensure successful adoption of mobile technology across field operations and corporate teams.
Key Responsibilities1. Enterprise Mobile Device Strategy & Lifecycle Management
Evaluate existing mobile device procurement, provisioning, deployment, support, and retirement processes.
Develop standardized, scalable enterprise mobility operating models and governance frameworks.
Establish process ownership, accountability, compliance controls, and operational performance measures.
Identify opportunities to automate manual workflows and improve operational efficiency.
Develop lifecycle reporting and continuous improvement strategies.
2. Mobile Device Management – Microsoft Intune & Apple Business Manager
Evaluate and optimize Microsoft Intune and Apple Business Manager capabilities.
Improve device enrollment through zero-touch provisioning and supplier-led configuration.
Coordinate device configuration, identity management, access policies, and compliance requirements.
Partner with technical and cybersecurity teams to strengthen device security and audit readiness.
Identify opportunities to improve provisioning, deployment scalability, and ongoing device support.
3. Nationwide Mobile Deployment & Field Support
Coordinate large-scale mobile device distribution and deployment across geographically dispersed employee populations.
Ensure device readiness, application access, connectivity, and appropriate environment configuration.
Coordinate deployments across mechanical, engineering, construction, transportation, and maintenance facilities nationwide.
Support field readiness, employee training, and adoption of mobile technology.
Identify and resolve operational barriers affecting field employees.
Travel nationwide as required to support deployment activities and stakeholder engagement.
4. Organizational Change Management & Stakeholder Coordination
Partner with OCM teams to develop change strategies, communications, training, and employee adoption plans.
Coordinate with Supplier Management, Engineering, Mechanical, Transportation, Facilities, Network, and Enterprise Architecture teams.
Facilitate stakeholder workshops, operational reviews, and process improvement initiatives.
Manage stakeholder expectations and support transitions from manual workflows to modern mobile-enabled operations.
Monitor adoption, identify resistance, and implement strategies to improve employee engagement.
5. Supplier Management, Financial Planning & Reporting
Forecast enterprise mobile device demand, procurement requirements, and deployment volumes.
Evaluate supplier provisioning, configuration, staging, and distribution capabilities.
Identify cost-saving opportunities through vendor consolidation and procurement optimization.
Develop ROI models and support financial planning aligned with organizational budgets.
Create dashboards, KPIs, scorecards, and executive-level operational reports.
Track supplier performance, deployment progress, costs, risks, and operational efficiency.
Required Technical & Functional Experience- Proven experience leading enterprise mobility, mobile device modernization, or large-scale technology transformation initiatives.
- Experience supporting large, geographically distributed employee populations and enterprise device deployments.
- Working knowledge of mobile device management (MDM) platforms, particularly Microsoft Intune and Apple Business Manager.
- Understanding of zero-touch enrollment, automated provisioning, device compliance, identity management, and access controls.
- Experience managing the end-to-end mobile device lifecycle, from procurement through retirement.
- Strong program delivery experience, including governance, process redesign, stakeholder coordination, and continuous improvement.
- Experience translating manual operational processes into standardized, scalable, and automated workflows.
- Understanding of Agile delivery methodologies and organizational change management practices.
- Experience developing operational dashboards, KPIs, executive reporting, and performance scorecards.
- Familiarity with tools such as Power BI, Tableau, Jira, Confluence, Excel, SharePoint, and Figma.
- Experience evaluating supplier performance, operational efficiency, financial forecasting, and ROI.
- Excellent communication, leadership, facilitation, and cross-functional collaboration skills.
- Willingness and ability to travel nationwide approximately 25–50%.
Preferred Qualifications- Prosci or Kotter change management certification or equivalent experience.
- PMP or SAFe certification.
- Experience deploying mobile technology to transportation, engineering, construction, maintenance, or other field-based workforces.
- Experience managing supplier-led device provisioning, staging, and deployment programs.
- Experience establishing enterprise mobility governance, security, and compliance frameworks.
- Experience coordinating technical teams responsible for endpoint management and mobile device configuration.
