Position Description

Join us in shaping Seattle's streets!

At the Seattle Department of Transportation (SDOT), we don't just move people-we connect communities, build safer streets, and create a more sustainable city.

With a bold vision for the future, we're tackling big challenges: making travel safer, cutting carbon emissions, and ensuring reliable, affordable transportation for everyone-no matter who they are or where they live.

Seattle is growing fast, and we're growing with it. Thanks to a historic voter-approved $1.55 billion investment in transportation in 2024, we're building sidewalks, fixing bridges, and improving transit connections to keep our city moving.

We're a team of problem solvers, planners, engineers, communicators, and field crews-bringing purpose-driven work to life. Now, we need passionate, innovative talent like you. Let's build a Seattle that works for everyone-together!

Position Overview:

SDOTs Office of Equity & Economic Inclusion is hiring an OEEI Compliance Analyst (under the Citys classification title of Management Systems Analyst) to focus on monitoring and advancing participation of Women and Minority Business Enterprises (WMBE), as well as ensuring comprehensive Title VI compliance, and robust data collection, analysis, and reporting to meet Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) requirements. The analyst will report to the Compliance Manager.

Job Responsibilities

  • Support the collection, entry, and analysis of data related to Title VI compliance, DBE and WMBE utilization, bid results, contract awards, prompt payment, and performance evaluations, ensuring data integrity and alignment with FTA and FHWA requirements.
  • Assist businesses with navigating SDOT and City of Seattle systems and reporting questions.
  • Maintain knowledge of current Title VI, WMBE, and Levy regulations and reporting requirements, including federal and state data collection, reporting, and documentation standards.
  • Help identify data gaps, issues with reporting, and areas, including Title VI, and WMBE participation and payment goals, and analyze how these issues affect project delivery and equity outcomes.
  • Serve as the primary point of contact for routine contract and payment inquiries from WMBE firms, Levy processes, prime contractors, and SDOT staff, triaging and resolving issues or escalating appropriately.
  • Manage the SDOT WMBE program calendar in coordination with internal and external business outreach events and trainings,
  • Maintain organized filing systems for contracts, inquiries, compliance documents, firm profiles, correspondence, and levy and project delivery timelines.
  • Monitor contract management and payment reporting systems for timely reporting and correspondence; document contract and project closeouts.
  • Draft, edit, and distribute clear communications, including newsletters, email blasts, website updates, and presentation materials, in coordination with other city Capital Departments.
  • Develop and maintain contact databases for WMBE firms, partner agencies, and community organizations.
  • Assist in preparing regular reports on outreach participation and feedback, program metrics, and outcomes.
  • Track the development of new solicitations and upcoming levy projects to update outreach materials and communications about upcoming opportunities, including website updates, to ensure broad participation in SDOT bids.
  • Participate in and support outreach events, representing the program alongside the Advisors.
  • Support our goals in promoting diversity and social justice.
