About the Role

We are seeking a proactive, highly organized Operations Manager to join the Operations leadership team at Cornell Scott-Hill Health Center. Reporting to the Chief Operating Officer (COO), this role partners closely with leadership to coordinate strategic initiatives, oversee regulatory and accreditation readiness, support emergency management and Environment of Care programs, and drive operational excellence through effective project management and cross-functional collaboration.

This position is ideal for someone with strong analytical, organizational, and leadership skills who thrives in a fast-paced healthcare environment. The successful candidate will be a collaborative, solutions-oriented professional committed to advancing organizational performance, regulatory compliance, and the mission, vision, and values of Cornell Scott Hill Health Center.

The Operations Manager Position is fully on-site

Key Responsibilities:

Emergency Management

  • Coordinate the organization's Emergency Management Program and ensure regulatory compliance.
  • Maintain the Emergency Operations Plan (EOP), Hazard Vulnerability Assessment (HVA), and Continuity of Operations Plan (COOP).
  • Coordinate emergency drills, exercises, and improvement plans.
  • Monitor preparedness initiatives, corrective actions, and program performance.
  • Collaborate with internal departments and external emergency response agencies.

Environment of Care (EOC)

  • Coordinate the Environment of Care Committee and related meetings.
  • Track EOC work plans, corrective actions, and compliance initiatives.
  • Coordinate Environment of Care rounds and follow-up activities.
  • Maintain documentation supporting Joint Commission, OSHA, CMS, HRSA, and state compliance.

Regulatory Readiness & Accreditation

  • Coordinate readiness for Joint Commission, HRSA, DPH, OSHA, CMS, and other regulatory surveys.
  • Maintain compliance documentation, readiness dashboards, and survey materials.
  • Track corrective actions and partner with leaders to ensure continuous survey readiness.
  • Support survey planning, coordination, and follow-up activities.

Organizational Performance

  • Develop and maintain operational dashboards, reports, and performance metrics.
  • Monitor KPIs, strategic initiatives, and organizational goals.
  • Analyze operational data and prepare executive reports for leadership.

Committee & Governance Support

  • Coordinate operational committees, including agendas, minutes, and action items.
  • Monitor committee deliverables and maintain governance documentation.
  • Track strategic initiatives and support accountability for implementation.

Strategic Operations

  • Partner with the COO to coordinate organization-wide operational initiatives.
  • Lead and support cross-functional projects that improve operations, compliance, quality, and performance.
  • Monitor action plans, resolve operational barriers, and recommend process improvements.
  • Prepare executive presentations, reports, and briefing materials for leadership.

Required Qualifications:

  • Bachelor's degree in Healthcare Administration, Business Administration, Public Health, Nursing, Health Sciences, or a related field required; Master's degree preferred.
  • Minimum of five (5) years of progressive experience in healthcare operations, administration, project management, quality improvement, or a related leadership role.
  • Experience leading cross-functional projects and driving organizational initiatives.
  • Experience supporting regulatory compliance, accreditation readiness, and operational performance improvement.
  • Experience developing executive reports, dashboards, presentations, and performance metrics.
  • Knowledge of healthcare regulatory standards, including Joint Commission, HRSA, CMS, OSHA, and Environment of Care requirements.
  • Strong analytical, organizational, project management, and problem-solving skills, with the ability to manage multiple priorities.
  • Excellent verbal, written, presentation, and interpersonal communication skills, with the ability to collaborate effectively across all levels of the organization.
  • Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, and Outlook); experience with Epic, business intelligence, or project management software preferred.
  • Experience in an FQHC, hospital, ambulatory care, or other highly regulated healthcare environment, including Emergency Management and Environment of Care programs, is preferred.

Required within eighteen (18) months of hire (training provided by Cornell Scott Hill Health Center):

  • FEMA Incident Command System (ICS) 100

  • FEMA National Incident Management System (NIMS) 700
  • FEMA National Response Framework (NRF) 800

  • Certified Healthcare Emergency Professional (CHEP)
  • Associate Emergency Manager (AEM)

  • Certified Healthcare Facility Manager (CHFM)
  • Certified Professional in Healthcare Quality (CPHQ)
