ROLE SUMMARY

eAccounting is seeking a senior, hands-on Oracle EPM Functional Consultant to support the Defense Agencies Initiative (DAI) EPM rollout across approximately 25 DoD agencies. The consultant will work with agency budget, accounting, and financial management stakeholders to translate DoD Planning, Programming, Budgeting, and Execution (PPBE) requirements into scalable Oracle EPM Planning solutions.

The ideal candidate understands the complete DoD budget lifecycle—from budget formulation and annual financial planning through spend-plan development, funds distribution, execution monitoring, forecasting, and comparison of planned amounts to actual obligations and expenditures from Oracle E-Business Suite (EBS)/DAI.

This is not an entry-level or training role. The selected consultant must be able to lead requirements sessions, recommend solutions, configure EPM applications, and contribute immediately to agency implementations.

Job Responsibilities

KEY RESPONSIBILITIES

  • Lead requirements-gathering and design sessions with DoD agency budget, accounting, program, and financial management stakeholders.
  • Analyze agency-specific PPBE processes and translate them into standardized, scalable EPM application designs.
  • Support the full budget lifecycle, including:
    - Budget formulation and justification
    - Annual financial plan development
    - Spend-plan development and phasing
    - Funds distribution and allocation
    - Forecasting and reforecasting
    - Plan-versus-actual execution analysis
    - Year-end projections and closeout
  • Configure and maintain EPM Planning components, including dimensions, forms, task lists, dashboards, workflows, approval hierarchies, reports, and user access.
    Develop functional requirements for business rules, calculations, allocations, data integrations, and reporting.
  • Define planning models that accommodate agency-specific organizational structures, appropriations, funds, programs, projects, activities, object classes, and other DoD financial dimensions.
  • Support integration and reconciliation of budget and execution data between Oracle EPM and DAI/Oracle EBS.
  • Design reports and dashboards comparing plans, budgets, commitments, obligations, expenditures, disbursements, and available balances.
  • Support metadata mapping, validation rules, data-quality controls, and reconciliation requirements.
  • Develop functional design documents, configuration workbooks, process flows, user stories, test scripts, operating procedures, and training materials.
  • Lead or support system integration testing, user acceptance testing, regression testing, and production validation.
  • Analyze defects and coordinate their resolution with EPM technical, integration, reporting, and DAI functional teams.
  • Support organizational change management, end-user demonstrations, training, deployment, and post-production stabilization.
  • Identify opportunities to standardize EPM capabilities across participating agencies while accommodating justified agency-specific requirements.
  • Communicate project status, risks, dependencies, and decisions to agency stakeholders and program leadership.

Qualifications

REQUIRED QUALIFICATIONS

  • Senior-level experience implementing or supporting Oracle EPM Cloud Planning, PBCS, EPBCS, or comparable Hyperion Planning applications.
  • Demonstrated experience gathering financial planning and budgeting requirements and translating them into EPM solutions.
  • Strong understanding of budgeting, forecasting, spend planning, financial modeling, and plan-versus-actual reporting.
  • Experience configuring planning applications, forms, workflows, approval processes, dashboards, reports, metadata, and security.
  • Understanding of business rules, calculations, allocations, and data-integration concepts from a functional perspective.
  • Experience with system integration testing, user acceptance testing, requirements traceability, and defect resolution.
  • Ability to work independently and contribute quickly in a complex, multi-agency environment.
  • Strong written and verbal communication skills with both financial-management and technical stakeholders.
  • Ability to explain EPM functionality clearly to budget analysts, accountants, program managers, and agency leadership.
  • Bachelor’s degree in accounting, finance, information systems, business administration, or a related discipline, or equivalent relevant experience.

STRONGLY PREFERRED QUALIFICATIONS

  • Prior DoD or federal financial-management experience.
  • Working knowledge of the DoD PPBE process and federal budget execution.
    Experience supporting DAI or another DoD Oracle EBS implementation.
  • Understanding of federal appropriations, funds control, budgetary accounting, USSGL, and the relationship among commitments, obligations, expenditures, and disbursements.
  • Experience integrating Oracle EPM Planning with Oracle EBS Financials, including General Ledger, Budget Execution, Projects, Purchasing, and Accounts Payable data.
  • Experience with DoD budget exhibits, object-class reporting, program reporting, execution reviews, or spend-plan management.
  • Experience supporting enterprise deployments involving multiple agencies, organizations, or business units.
  • Knowledge of Oracle EPM Cloud, Essbase, Smart View, Financial Reporting, Narrative Reporting, EDM, or Data Integration.
  • Oracle EPM certification.
  • Active or previously held federal security clearance.

ENGAGEMENT EXPECTATIONS

  • Senior-level, hands-on individual contributor.
  • Expected to manage assigned work with limited supervision.
  • Must collaborate effectively with program personnel, agency stakeholders, and other implementation partners.
  • Work will include agency requirements analysis, application configuration, testing, deployment, training, production support, and continuous enhancement.
  • Candidates may be asked to provide references or examples of prior Oracle EPM and federal financial-management implementations.
