Position Summary

The Outreach and Marketing Branch Director/Local Directors' Liaison provides statewide leadership for outreach, communications, employer engagement, stakeholder partnerships, and student recruitment initiatives for Alabamas Adult Education Division. This position is responsible for increasing awareness of adult education services, strengthening relationships with local adult education providers, employers, workforce organizations, community partners, and state agencies, and promoting adult education as a key component of Alabamas workforce and economic development strategy.

The Branch Director serves as the primary liaison between the State Adult Education Division and local adult education directors on matters related to outreach, recruitment, partnerships, and public engagement. The position also serves as the Divisions primary point of contact for business and industry, chambers of commerce, workforce organizations, economic development entities, philanthropic organizations, and community-based partners.

Working closely with the Alabama Community College System Communications Division, the Branch Manager develops and implements a comprehensive statewide communications and marketing strategy utilizing storytelling, participant success stories, digital media, earned media, and community engagement to increase enrollment, improve public awareness, strengthen employer partnerships, and support Alabamas workforce development goals.

Essential Duties and Responsibilities

  • Develop and implement a comprehensive statewide outreach and marketing strategy aligned with the Adult Education Division Strategic Plan.
  • Create annual outreach, recruitment, and public awareness campaigns.
  • Develop targeted marketing strategies for priority populations and geographic regions.
  • Coordinate statewide enrollment campaigns and special initiatives.
  • Monitor outreach effectiveness using data and performance metrics.
  • Develop marketing toolkits for local adult education providers.
  • In collaboration with the ACCS Communications Division: Develop story-based marketing campaigns highlighting student success, employer partnerships, and community impact, Identify and document participant success stories across Alabama, produce written content, videos, photography, newsletters, and promotional materials, coordinate media opportunities and public announcements, develop messaging that supports the Adult Education Divisions strategic priorities, promote innovative local programs and statewide initiatives, and ensure consistent branding across all outreach materials.
  • Serve as the primary statewide liaison for outreach and partnership development by: Providing technical assistance to local adult education directors on outreach and marketing strategies, Sharing best practices in student recruitment and community engagement, coordinating statewide communications with local programs, supporting local recruitment events and enrollment campaigns, facilitating collaboration among providers, and assisting local programs in developing employer and community partnership.
  • Serve as the Divisions primary point of contact for employers by: Building relationships with business and industry associations, Coordinating employer engagement initiatives, Promoting Integrated Education and Training (IET), workforce preparation, and career pathway opportunities, connecting employers with local adult education providers, identifying workforce skill needs, supporting development of customized workforce partnerships, and promoting adult education as a workforce development solution.
  • Develop and maintain collaborative relationships with: Local Workforce Development Boards, American Job Centers, Community colleges, Chambers of Commerce, Economic development organizations, State agencies, Community-based organizations, Libraries, Faith-based organizations, Philanthropic organizations, Workforce intermediaries, Postsecondary institutions, National and regional organizations.
  • Coordinate statewide and regional outreach activities including; employer events, workforce summits, adult education graduations, Career expos, Community enrollment events, public presentations, Conferences and workshops.
  • Working with ACCS Communications Division: Maintain statewide adult education web content, develop social media campaigns, coordinate digital advertising initiatives, produce email marketing campaigns, support online recruitment efforts, monitor engagement analytics, and promote adult education through emerging digital platforms.
  • Coordinate statewide initiatives related to: National Adult Education and Family Literacy Week, Adult Education graduations, Workforce development campaigns, new program launches, Strategic initiatives, Federal demonstration projects, Governors initiatives, Legislative outreach.

Qualifications

REQUIRED

  • Bachelors degree in communications, marketing, public relations, business administration, education, workforce development, public administration, or related fields.
  • Five (5) years of progressively responsible experience in communications, outreach, public relations, workforce development, education, marketing, or stakeholder engagement.
  • Experience managing multiple projects simultaneously.
  • Strong written and verbal communication skills.
  • Ability to travel extensively throughout Alabama.
  • Occasional evening and weekend work for outreach events.
  • Ability to lift and transport outreach materials up to 25 pounds.
  • Ability to operate standard office and presentation equipment.

PREFERRED

  • Masters degree in a related field.
  • Experience in adult education, workforce development, higher education, or state government.
  • Experience working with employers and workforce partners.
  • Knowledge of Alabamas workforce development system.
  • Experience with digital communications and social media strategy.
  • Experience developing statewide communications campaigns.
  • Familiarity with WIOA, AEFLA, career pathways, and IET

Sick Leave

Full-time employees earn 4 hours and 20 minutes of sick leave for each half-monthly pay period of service or 13 days per year. No more than 150 days or 1, 200 hours of sick leave may be accumulated. Personal Leave

All full-time, part-time, or temporary employees who are employed by the State of Alabama on January 1, and who are stationed outside of Mobile and Baldwin Counties, are entitled to a personal leave day each year in lieu of the former Mardi Gras holiday. The System Office policy requires that employees schedule their personal leave day prior to scheduling any annual leave.

Retirement

The Alabama Community College System participates in the Retirement Systems of Alabama Teachers Retirement System. Teachers Retirement System is a state-mandated program where a percentage of your salary is withheld per pay period for an individual's retirement account. The percentage is determined by an employee's hire date and any prior participation in the Retirement Systems of Alabama.

Tier I (those with service credit prior to January 1, 2013): 7.5%

Tier II (those with service credit beginning on or after January 1, 2013): 6.2%

Tuition Waiver

This tuition assistance program is designed for all full-time benefits-eligible employees, retirees, and benefits-eligible H Salary Schedule employees of The Alabama Community College System and the Alabama Community College System office and their dependents defined by the policy.
