Job Description

This is a part-time, 30 hour per-week position. The starting hourly wage for this position is $24.19 to $28.45 depending on qualifications. The full range is $24.19 to $38.46.

The Cultural Arts Department is seeking applicants who are passionate about serving the community to join their team in an Office Associate role. This is a responsible and varied operational support position that involves clerical duties, routine office work supporting staff, and extensive public contact. This Office Associate position maintains complex clerical records and performs routine office duties, including database management, event support, and facility reservation. The nature of the work is such that employees frequently have considerable latitude on routine work. Discretion must be used to effectively prioritize work and to successfully serve the public. The Town of Normal values customer service, and strong interactional skills are key to success in this position. This position reports to the Cultural Arts Director.

Duties/Essential Job Functions

  • Provides administrative support by entering, formatting, and printing information; organizing work; answering the telephone; relaying messages; maintaining equipment and supplies.
  • Provides information to the public on a variety of Cultural Arts matters, typically in response to telephone or email inquiries or via social media.
  • Receives and reconciles cash, checks and credit cards for deposits as directed and keeps appropriate records.
  • Reconciles invoices and bills to account for museum expenditures, grant tracking, and other financial record keeping as directed.
  • Sets up and maintains files, correspondence, registration records, and forms including scanning of documents.
  • Helps promote and schedule all details associated with field trips, birthday parties, donation requests and Museum rentals.
  • Helps manage databases and communications with the Development staff, including donors, vendors, and other stakeholders.
  • Updates the Cultural Arts Department internal SharePoint page.
  • Performs other duties as assigned.

Required Knowledge, Skill and Abilities

  • Must possess the skill to prepare effective correspondence on routine matters and to perform routine office management without supervision.
  • Ability to understand and effectively carry out oral and written instructions.
  • Ability to establish and maintain effective work relationships with other employees and the general public and to deal positively and effectively with all individuals at all times.
  • Must possess strong verbal and written communications skills.
  • Must have considerable knowledge of modern office equipment, technology, and procedures, including Microsoft Office Suite.
  • Must be very organized with a strong ability to set priorities and make efficient use of time.
  • Must have mathematical reasoning and be a critical thinker.
  • Ability to work under time pressure.

Desirable Training and Experience

Graduation from a standard high school or equivalent, some experience in performing progressively responsible clerical work, supplemented by general business experience is preferred. Experience in serving municipal customers is useful, or any other training and experience which provides the required knowledge, skills and abilities to successfully perform the job requirements.

Town of Normal Benefits Summary

Part-Time Position

Group Health Plan

The Town has a comprehensive self-funded medical plan with UMR Preferred Provider Option (PPO). Employees may choose among two plan design options: a traditional PPO plan with a $500/person and $1000/family deductible or a High Deductible Health Plan with a Health Savings Account (HSA) component.

Group Dental Plan

The Town has a comprehensive self-funded dental plan that provides payment of 80% of eligible expenses for preventive and 70% of basic & major care. Preventive dental benefits are not subject to the deductible. The Town pays the monthly premium for full time employees. The maximum benefit is $2,000 per person per calendar year and covers orthodontics, 50% up to $2000 per lifetime per covered individual. Dependent coverage is available with the Town contributing 50% toward the premium.

Pension Programs

The Illinois Municipal Retirement Fund (IMRF) is the pension system for all classified civilian employees. Retirement benefits are based on two factors, the years of service and each members highest 48 months of earnings as an IMRF member. This plan includes short and long-term disability and death benefits. Employees contribute about 4.5% of earnings annually in addition to the Employers contribution. By state statute, sworn Police Officers and Firefighters are eligible for pension programs administered by independent pension boards.

Holidays

Eleven paid holidays are provided each year. They are New Years Day, Dr. Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Day after Thanksgiving, Christmas Day, and one Floating Holiday.

Vacation Leave

Vacation may be used as it accrues monthly. Regular employees working less than full time accrue a prorated share of leave time.

Sick Leave

Classified employees earn sick leave at the rate of one day per month, twelve days per year. Maximum accumulation is 120 days. Employees may use sick leave for personal illness, injury, or doctors appointments. Employees may also use sick leave (up to 5 days) for needed care of a spouse, dependent less than 18 years of age, or parent.

Employee Assistance Program

The Towns EAP provides professional counseling services and specialty referral for employees and dependents. Services include meeting with employees or dependents to determine the proper course of treatment, providing some counseling services free of charge, or referring the client to an appropriate outside counselor. The Towns health plan may pay for a portion of counseling services.
