Plant Operator II - Stevens Filter Plant

Overview

The Operator is responsible for monitoring and controlling the drinking water treatment process to ensure the continuous production of safe, high-quality drinking water. Primary responsibilities include hazardous chemical handling, filter assessments, regulatory compliance sampling, process control sampling, and maintaining compliance with all applicable state and federal drinking water regulations. This position also supports the operation and maintenance of the 161.5 million gallon per day water treatment facility, ensuring reliable plant performance and an uninterrupted supply of drinking water that meets or exceeds all regulatory quality standards for the community.

Responsibilities

• Operate a surface water treatment facility using conventional water treatment processes in compliance with state and federal drinking water regulations
• Perform water sampling, monitoring, and testing to ensure regulatory compliance
• Conduct laboratory analyses including pH, turbidity, chlorine residual, alkalinity, and other water quality parameters in accordance with TCEQ laboratory standards
• Start up and shut down raw water intake pumps and monitor bar screens to maintain proper water flow
• Operate bar screen rakes to prevent debris buildup and flow restrictions
• Assist with planned equipment repairs, process modifications, and flow rerouting during maintenance and plant projects
• Operate and monitor Supervisory Control and Data Acquisition (SCADA) systems to control and optimize treatment plant operations
• Identify, troubleshoot, and assist in resolving operational and process issues
• Monitor filter performance through visual inspections, core sampling, backwash evaluations, and other operational assessments
• Conduct routine equipment calibrations and performance verifications to meet regulatory requirements
• Report and coordinate corrective actions for equipment deficiencies
• Train and mentor entry-level water treatment operators on plant operations and regulatory procedures
• Operate treatment plant equipment including valves, pumps, motors, disinfection systems, and other mechanical equipment
• Perform preventive maintenance inspections and submit corrective maintenance work orders through the City's computerized maintenance management system (CMMS)
• Maintain the security of plant facilities and satellite locations
• Clean and maintain treatment plant buildings, equipment, and grounds
• Maintain detailed operational logs, laboratory records, and shift documentation
• Perform data entry and maintain accurate records within the computerized maintenance management system (CMMS)
• Assist with internal and external regulatory inspections, audits, and compliance investigations
• Maintain records and documentation required for regulatory compliance
• Safely handle hazardous treatment chemicals including chlorine gas, sodium permanganate, sodium hydroxide, and other water treatment chemicals
• Monitor and maintain adequate chemical inventory levels to support uninterrupted plant operations
• Perform other related duties as assigned

Position Type and Typical Hours of Work

• Non-Exempt - Full-Time - 40-hour work week
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications

• High School Diploma/GED
• Two (2) years of experience

Licenses and Certifications

Required

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.
• TCEQ Class C Water Operator License

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
