GENERAL DESCRIPTION

Performs plumbing work involving installing, repairing, and maintaining plumbing systems and

components.

EXAMPLES OF WORK PERFORMED

• Performs technical and preventative maintenance tasks on all plumbing equipment.
• Performs troubleshooting and maintenance procedures to keep all plumbing equipment operating safely and efficiently.
• Assembles pipe sections, tubing, or fittings using couplings, clamps, screws, bolts, cement, plastic solvent, or caulking.
• Installs pipe assemblies, fittings, valves, appliances, or fixtures using hand or power tools.
• Installs energy-efficient and water-conserving equipment and alternative water sources.
• Locates and marks the position of pipe installations, connections, passage holes, or fixtures in structures.
• Measures, cuts, threads, or bends pipe to required angles using hand or power tools or machines.
• May inspect structures to assess material or equipment needs, establish the sequence of pipe installations, or plan installation around obstructions such as electrical wiring.
• May estimate time, materials, and/or labor costs for repair jobs or project plans.
• Performs related work as assigned.

DESCRIPTION OF LEVELS

Note: Examples of work and descriptions are meant to progress through the levels. For

example, an employee at level III may also perform work listed within the previous levels.

Factors that may distinguish between entry and journey levels include the degree of

independence in performing the work, the complexity of the work, the scope of responsibility,

and the employee's related work experience, education, and certifications. Employees at the

journey level may independently perform the full range of work listed in the examples above or

may routinely assist others in that work. They may also assist others in performing work of

greater complexity.

PLUMBER I: Performs routine (journey-level) installation, maintenance, and repair of plumbing

systems and components. Work involves assembling, installing, or repairing pipes, fittings, or

fixtures of heating, water, and/or draining systems. Works under moderate supervision, with

limited latitude for the use of initiative and independent judgment.

• Coordinates and prepares work orders, reports, and records.

Note: Any senior-level employee (levels II-III) may serve in a lead role. Senior-level employees

may perform the full range of work identified in the levels preceding their own, may provide

guidance to other Plumbers, and may coordinate or oversee Plumbing projects. Factors that

may distinguish between senior levels include the scope of responsibility, oversight, and

authority; the complexity of the work; and the employee's related work experience, education,

and certifications.

PLUMBER II: Performs advanced (senior-level) installation, maintenance, and repair work of

plumbing systems and components. Valid North Carolina Plumbing License (P-I, P-II, RLP,

SLGT-P) and/or NC Water Treatment Operator, NC Water Operator, or NC Wastewater

Operator required. Work involves coordinating the assembly, installation, or repair of pipes,

fittings, or fixtures of heating, water, and/or drainage systems. May serve as a lead worker

providing direction to others. Works under limited supervision, with moderate latitude for

initiative and independent judgment. Employees at this level may:

• Review blueprints, building codes, or specifications to determine work details o procedures.
• Recommend and install energy-efficient and water-conserving equipment and alternative water sources.
• Assist in making estimates related to time, materials, and/or labor costs for repair jobs or project plans.
• Assists in inspecting structures to assess material or equipment needs, establish the sequence of pipe installations, or plan installations around obstructions such as electrical wiring.
• Assists in conducting annual inspections and testing.
• May provide guidance to others.

GENERAL QUALIFICATION GUIDELINES

EXPERIENCE AND EDUCATION

Experience in plumbing, maintenance, and repair work. Graduation from a standard senior high

school or equivalent, supplemented by vocational training or special training in the plumbing

trade, is generally preferred. Experience and education may be substituted for one another.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of basic mathematics; building construction principles; utility systems including heating, air conditioning, electrical wiring and plumbing; and tools and equipment used in the operation, maintenance, and repair of plumbing equipment.
• Skill in the use, maintenance and repair of tools and equipment used in plumbing; and maintaining a safe work environment.
• Ability to read and interpret blueprints, sketches, and specifications; and to communicate effectively.

REGISTRATION, CERTIFICATION, OR LICENSURE

• Valid North Carolina Plumbing License (P-I, P-II, RLP, SLGT-P) and/or NC Water Treatment Operator, NC Water Operator, or NC Wastewater Operator required for Plumber II.
• May require appropriate licensure from the Department of Licensing and Regulation.
• May require appropriate on-the-job training hours and passing an examination issued by the Department of Licensing and Regulation.
